The Programme Management Intern (Policy) will work in the Policy Unit in the LIFT office in Yangon. Under the overall guidance and direct supervision of the Policy Specialist, the SPI will work with the LIFT Policy Team, including the National Social Protection Officer, to help support LIFT’s response to the Covid-19 emergency now unfolding in Myanmar. The role will focus primarily on three interrelated areas: (1) The development of appropriate monitoring measures; (2) The development of a learning and documentation mechanism; and (3) The development of concept notes for medium and longer term social protection measures. Each of the three components are intended to have a strong gender sensitive and conflict-sensitivity orientation. These tasks will be undertaken in close collaboration with LIFT, DSW, and HAI, as well as other key stakeholders (e.g., UNICEF, World Bank).
Under the guidance of Policy Specialist, the Programme Management Intern (Policy) will be responsible for undertaking the following tasks:
Develop and coordinate a long-distance monitoring mechanism:

Support in tracking the distribution of emergency MCCTs and social pensions;

Assist in identifying how the cash transfers are used;
-
Help track and assess the effectiveness of Covid-19 messaging;
-
Help track the distribution and use of emergency supplies that LIFT provides.
Note: The long-distance monitoring mechanism should build on and complement the monitoring arrangements that DSW already has in place.
Develop a documentation and learning mechanism:

Help generate evidence that enables DSW and LIFT to adjust their collaborative responses in real time, as well as to inform post-Covid19 learning assessments;

Support to ensure that lessons learned about effective interventions are diligently documented and that information is shared with key stakeholders, including government (e.g., Ministries, Parliamentarians), development partners, implementing partners, and CSOs.
Note: The Programme Management Intern (Policy) will consider ways to align this component of their work with the Shock Response Capacity Building work that will be implemented by HAI.
Develop proposals for possible medium/long term social protection actions:

Help develop concept notes that outline possible additional social protection measures;

Assist in Communication and coordination with key stakeholders, including government and development partners (e.g., World Bank), as well as research and academic institutions (e.g., EPRI, ODI);

Help track and analyze global, regional, and domestic evidence that may start emerging in 2-3 months time;

Prepare lessons learned materials from Myanmar to share with other institutions.
Training components and participation in missions

The intern will be required to take BSAFE course before arrival and the Department of Safety and Security briefing immediately after arrival. S/he will take the online UN and UNOPS induction courses on arrival. The intern will participate in UNOPS Myanmar’s Induction Training, which comprehensively covers all aspects of UNOPS work in Myanmar. S/he will have access to a large offering of online training on the comprehensive UNOPS intranet and opportunities to communicate with UNOPS HQ, Regional Office, and other country offices.
