Knowledge Management Specialist - Basic Crime Scene Management (forensic)

The project titled Support for the Rule of Law Reforms in Ukraine in the Areas of Police and Public Prosecution and Good Governance (PRAVO Police) Project is aimed at enhancing the capacities of the law enforcement agencies of Ukraine, in particular the National Police of Ukraine, to effectively investigate crimes by improving of the NPU’s professional and technical capacities in crime scene management, evidence collection and protection, interrogation, improvement of the coordination between the parties involved into pre-trial investigations.

The PRAVO Police Project is funded by the European Union (the EU), implemented by the United Nations Office for Project Services (the UNOPS) in coordination with the European Union Advisory Mission (the EUAM).

Criminal investigations are one of the top responsibilities of the law enforcement agencies. Despite the complexities of the process, criminal investigations’ purpose is simple - it is to restore justice and ensure people’s safety by preventing and countering crime. Therefore, the quality and efficiency of the criminal investigations in Ukraine are one of core pre-requisites for the trust of Ukrainians towards National Police of Ukraine, Prosecutor’s Office and other law enforcement agencies involved in criminal investigations.

Modern crimes present a challenge for most advanced law enforcement agencies around the world. Equally, growing sophistication in technology available and equipment present criminal investigators with a more robust set of methods to pursue investigation process. Despite the absence of the so-called “golden standard” in the criminal investigations in the EU countries, one could extract universal pre-requisites for the efficient and successful investigations. Importantly, each of those pre-requisites is grounded in respect for human rights as a universal value for all the stakeholders of the investigation process, including potential suspects.

Reporting to the Project Manager, the Incumbent is expected to deliver advice and training in the following areas:

• General forensic training for first responders/inspector-criminalist (forensic technicians) as a part of Basic Crimes Scene Management training for first responders on the crime scenes

In the process of this interaction the incumbents will get to know the specifics of Ukrainian regulations as related to resolving the cases – this knowledge will be essential for the incumbents in the course of delivery of their outputs at the development of training courses.

The incumbents will develop a specialised training course. [1]The following steps will be followed:

• Finalisation of the detailed training need with representatives of the beneficiary organisations.
• Development of the training package in such a way that it can be first delivered by the incumbent as a training intervention to the beneficiary organisations and secondly, handed over to the beneficiary organisations so that it can become part of in-house training.
• Development of the skills and knowledge of selected local staff within the beneficiary organisations with the aim of these staff members delivering and further developing the training package.
• Provision of reference materials. The final format will be the subject of discussion with the beneficiary (e.g. manuals or on-line reference materials for a learning zone).

The training course will be developed in line with the following particulars:

• Specific subjects – Basic Crime Scene Management for first responders. Investigation and evidence collection (detection, fixation and seizure of the evidences on the crime scene (fingerprints, shoeprints, tool marks, bloodstains, biology, photography, alternative light source, mapping, etc). Criminal Code and Criminal Procedure Code. Jurisdiction and territorial competencies. Internal co-operation,
• Target audience – First responders on crime scenes from National Police of Ukraine (NPU) Patrol Police, district police officers and inspector-criminalists (forensic technicians) in the regions and in Kiev and additionally tutors from MoIA Universities. 
• Number of participants – The activity will encompass organization of the train of trainers (TOT) training courses for the police officers on crime scene management  for 3 persons per region (25) + Kiev from NPU (group of 12 pax), + 21 tutors from the high education institutions (universities) to be conducted in Kiev. It gives sustainability for the future trainings/education for NPU personnel concerning the quality of "in-service" trainings.
• Preferred learning style for the course – The course should be an appropriate mix of theory and case studies in order to allow course participants to apply legal knowledge and experience in practical cases
• Delivery language – The goal is for training to be delivered in Ukrainian. However, the initial project and training for trainers can be delivered in English and interpretation to Ukrainian will be used. Ultimately, all relevant materials will be translated into Ukrainian.

The quality control of the deliverables of the incumbent is conducted by Project Manager.

The services are expected to be delivered according to the schedule agreed with NPU.

Training session organization is eight 5-day courses.

Deliverables include:

• Final Report. It should be produced in Word/PDF format with title page, lists of annexes (training programme) and references. The document shall be not less than 15 pages excluding the annexes and power point presentation and provide an overview of how the training programme was elaborated/adjusted, the achievements, lessons learned, and recommendations for national training programme;
• PowerPoint presentation used to present the training materials for the participants.

While working on this assignment, the incumbent is expected to be solely responsible for the quality of outputs. In case of any issues or delays arising, he/she will immediately inform the Project Manager.

Communication with the Project Manager on work progress should be on a weekly basis. During the training event and presentation of the reports, the incumbent will closely coordinate with national partners (MoIA, NPU) and EUAM.

Impact of Results

The outputs delivered by the incumbent will essentially contribute to the implementation by the Project of the ongoing Support Package on Criminal Investigation. The outputs are aligned to the most urgent needs of the national partners as well as with the priorities of the reform processes in Ukraine.

As a result of passing the training course, first responder on crime scene officers will receive specialised knowledge and practical solutions in basic crime scene management and collection of the evidences on the spot based on the EU best practices and the international standards.

The train-the trainer activity will increase capacities of the MoIA Universities teaching personnel to design and deliver a training programme related on basic crimes scene management and newly-developed course materials and guidelines will complement teaching material already available at the MoIA Universities.

Eventually, the delivery of the full scope of the planned activities will contribute to increased efficiency in the functioning of NPU in Ukraine, as well as improving public trust in the institution conducting crime scene management and collection of the evidences

Successful delivery of the interventions, in coordination with all stakeholders, will ensure sustainability of the Project’s outputs.

• A master's or bachelor's university degree in police studies, criminalistics, forensics, criminology, law or related fields or a a police/professional diploma combined with additional years of qualifying work experience may be considered in lieu of the university degree.

• A minimum of 5 years with master’s degree or 7 years with bachelor’s degree or 9 years with police/professional diploma of relevant experience in crime scene investigation/ /forensic technician/forensic incumbent in CSI is required.
• At least 2 years of experience in the implementation of projects or conducting training courses related to institutional development law enforcement, rule of law and justice sector is required.
• Experience in evaluation, mentoring and coaching is required.
• Experience in developing and delivering training materials for law-enforcement personnel is required.
• Experience in coordinating bilateral and multilateral agencies to implement governance projects in the countries is preferable.

Contract level: International Specialist Level 2 (ICS10 equivalent)
Contract duration: Short-term ICA – up to 100 working days within 12 months' period, starting from 1 September 2020
