Partnerships and Resource Planning Officer (INTERNAL VACANCY)

Cities Alliance is the global partnership for poverty reduction and promoting the role of cities in sustainable development.

Cities Alliance brings together organisations with different perspectives and expertise on city issues around common goals: well run, productive cities that provide opportunities for all residents. Our members include multilateral development organisations, national governments, local government associations, international NGOs, private sector and foundations, and academia.

The Cities Alliance Secretariat is based in Brussels, and is hosted by the United Nations Office for Project Services (UNOPS).

Under the overall guidance and direct supervision of the Head of Strategy, the Partnership and Resource Planning Officer is responsible for:

Member Relations and Reporting 

Expected Result: Ensure sustained membership and member satisfaction from their engagement with Cities Alliance.

• Develop, plan and follow-up on the annual financial contributions from Cities Alliance Members;
• Process recruitment of new members and requests from prospective members, follow-up and responded to according to service standards;
• Manage and finalise contribution agreements for core and project funding.
• Manage the process of engagement acceptance.
• Monitor and ensure compliance with overall project and core reporting to donors.
• Organise and analyse regular surveys with members and partners to track the health of the partnership, including satisfaction with our service provision and other client/business needs.  
• Provide analysis and strategic advice to the Head of Strategy.

Business Development 

Expected Result: Strategic and co-ordinated approach to business development implemented.

• Opportunities to increase funding identified and prioritized through intelligence gathering and analysis, providing the Head of Strategy with analysis
• Monthly reporting and maintenance of records of business development;
• Contribute to identification and development of new projects and programmes.
• Assist with proposal writing/concept notes/project documents/presentations for further discussion with clients and donors.
• Develop and maintain a Customer Relations Management (CRM) System to support business development processes.

Representation 

Expected result: Cities Alliance is well represented through strengthened relations.

• Contacts with potential clients and partners established, via external meeting participation; plans of action and follow-up for potential business and partnership development opportunities developed.
• Engage with UNOPS Partnership Practice as part of relationship strengthening between Cities Alliance and UNOPS.

Business and Financial Planning 

Expected Result: On time completion of Business plan, resource/budget allocation and efficient use of financial resources

Under the overall guidance of the Head of Finance,

• Provide support and facilitate the preparation of Quadrennial Strategic business plan and the annual workplan of the offices and projects
• Provide analysis and support on the organization-wide processes for budgeting, forecasting, target setting and resource allocation.
• Prepare forecast of core and non-core resources contributions for planning purposes;
• Assist in Financial Planning and Budgeting by providing analysis to support recommendations on key assumptions required for annual budgeting process.
• Assist in the consolidation of overall budget.

• Monitor and evaluate the implementation of budgets, including preparation and quality assurance of reports and dashboards.
• Assist in the implementation of administrative project and budget management processes, including administrative project closure 
• Coordinate the development of the budget and other financial aspects for business proposals to ensure UNOPS Financial Rules and Regulations are complied with and recovery of pooled cost are appropriately included.
• Upload and maintain budgets in oneUNOPS (oU) based on approved (and signed) project documents, budgets and expenditures.
• Provide Senior management with information and reports on budget performance, variance and impact on financial results on a regular basis

Education

• Master’s Degree in Public Administration, Business, Marketing, Project Management, Communications or other relevant discipline. 
• A University Degree (Bachelor’s degree/First Level) in a relevant field with an additional two years of experience may be accepted in lieu of the Advanced University Degree requirement.

Work Experience

• Five years of progressively responsible experience in building and/or advising on partnership or business development or business planning, forecasting and target setting and sound experience with international organisations, and/or developmental and humanitarian organisations, NGOs, and/or private sector is required.
• Two years of UNOPS experience is required
• Experience in proposal and/or professional report writing; marketing, and research/data analysis is required. 
• Experience in budget preparation, monitoring and providing management reports is required.
• Prior experience with UNOPS ERP is desirable

Language

Fluency in English is required. Proficiency in French would be a strong asset.
