Programme Management - Senior Analyst

New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York.  The SDC has a footprint of approximately 125 countries.

UNOPS has signed an agreement with the Peacebuilding Support Office to implement the project activities for the Humanitarian Development Peacebuilding and Partnership project on behalf of the PBSO. 

The HDPP Facility, established under the Peacebuilding Fund in 2019, advances the strategic partnership between the UN and the World Bank in crisis-affected situations, under the 2017 Partnership Framework, through small grants to UN entities consolidating advisory, liaison, data, analytical and operational capacities. Owing to an expansion of activities, the Facility will focus on reinforcing its knowledge management and monitoring capacities to best capture lessons, results and contribute to a wider dissemination of partnership opportunities with the IFIs in crisis affected situations.

This position is based in New York and may require international travels as COVID-19 restrictions allow.

     This position in UNOPS requires close coordination with the PBSO and other UN entities. The incumbent of this position will be a personnel of UNOPS under its full responsibility.

• Support quality/standardization of reporting by HDPP-Facility recipients;
• Contribute to developing a system which captures good practice and disseminate these to a community of practice
• Conceptualize and draft knowledge products relevant to the UN-IFI partnership including with a focus on prevention, financing and Pathways for Peace;
• Develop platforms for dissemination and easy access to partnership info and contribute to knowledge sharing;
• Act as data and Innovation Focal Point to closely follow new developments and opportunities, contributing to UN-IFI partnership results in the innovation space in collaboration with the DPPA Innovation Cell;
• Support other outward facing activities with may include the production of online content; 
• Support to aggregating relevant news and commentaries related to IFIs policy, financing and programming in crisis affected settings

• Monitor and report on developments in IMF engagement in fragile settings, and identifying opportunities for cooperation;
• Prepare briefing, meeting notes and other preparations relevant to the UN-IMF cooperation in crisis-affected situations;
• Capture lessons from UN-IMF cooperation and contribute to IMF focused discussion on knowledge platforms;

• Assist in the compilation of results achieved under the 2017 Partnership Framework and liaise with other organizations designated focal point under the agreed division of labor; 
• Reach out to UN entities and other stakeholders as needed to clarify inputs to the report; 
• Receive feedback on draft report and work to incorporate with a view to producing a final report;
• Support the preparations and logistics for a launching event (in-person or virtual) as well as extract relevant key messages for communications purposes.

• Contribute to liaison and advisory engagement with UN field teams as requested;
• Contribute to advising and monitoring risk analyses/data initiatives funded by the Facility;
• Performs other duties as may be reasonably required and in line with the incumbent’s scope of services above.

A work plan will be developed based on the UNOPS PER cycle and serve as the overarching document to monitor progress and record performance. 

Qualifications and Experience

Education:

• Advanced university degree (Master’s degree or equivalent) preferably in political science, international relations, international security, economics, development, social science, journalism or another relevant field is desirable. 2 years of additional experience may be accepted in lieu of the advanced university degree. 
• A first-level university degree in combination with qualifying experience is required.
