UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations. 

The New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management 

The Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint in approximately 125 countries. 

UNOPS has signed an agreement with the United Nations Office for Counter Terrorism (UNOCT) to implement the project activities for the Global Programme on Prosecution, Rehabilitation and Reintegration. 

The Global Programme on Prosecution, Rehabilitation and Reintegration (PRR) 

UNOCT’s Global Programme on PRR is designed to support Member States to meet the requirements from the General Assembly and the Security Council to implement comprehensive PRR strategies for individuals who have reasonable grounds to believe are terrorists, including suspected foreign terrorist fighters (FTFs) and their accompanying family members, including spouses and children. To this end, the Global Programme on PRR supports the counter-terrorism efforts of Member States by providing guidance, coordination and capacity building in the prosecution, rehabilitation and reintegration of returning foreign terrorist fighters and their families as well as local supporters and affiliates of UN-listed terrorist groups. 

The United Nations Office of Counter-Terrorism (UNOCT), United Nations Office on Drugs and Crime (UNODC) and the Counter-Terrorism Committee Executive Directorate (CTED) launched the Global PRR Initiative with an aim to provide guidance to Member States on the development and implementation of comprehensive and tailored PRR Strategies. As part of the initiative, UNODC and CTED have been developing a Working Paper which captures the overview of the approaches being taken by Member States in the development and implementation of comprehensive and tailored PRR strategies, as well as of the risks inherent in partial and ad hoc programmes, building on the outcomes of the desk research and the discussions at the expert meetings held in Vienna (October 2019) and in Jakarta (February 2020). 

This position reports to the Project Manager and requires close coordination with UNOCT/UNCCT. The incumbent of this position will be a personnel of UNOPS under its full responsibility.
