The New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management. The Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York.  SDC has a footprint of approximately 125 countries. 

UNOPS has signed an agreement with the United Nations Development Programme (UNDP) to implement the project activities for the Global Programme on Nature for Development.

Launched in 1992, the Global Environment Facility (GEF) Small Grants Programme (SGP) has been promoting grassroots actions to address global environmental concerns.  SGP aims to deliver global environmental benefits in the GEF focal area of biodiversity conservation, climate change mitigation, protection of international waters, prevention of land degradation (primarily desertification and deforestation), and elimination of persistent organic pollutants through community-based approaches.  SGP is a corporate programme of the GEF.  It is implemented by UNDP and executed by UNOPS.  As of today, SGP has funded over 25,000 community-based projects covering 127 countries.  It has gained considerable experiences at the community level, including adapting to climate change while addressing issues of the GEF focal areas.  Further information can be found at: https://sgp.undp.org/

The Integrating Water, Land and Ecosystems Management in Caribbean Small Island Developing States (GEF-IWEco Project) is a five-year regional project that builds upon the work of previous initiatives, to address water, land and biodiversity resource management as well as climate change. IWEco’s objective is to contribute to the preservation of Caribbean ecosystems that are of global significance and the sustainability of livelihoods through the application of existing proven technologies and approaches that are appropriate for small island developing states through improved fresh and coastal water resources management, sustainable land management and sustainable forest management that also seek to enhance resilience of socio-ecological systems to the impacts of climate change. SGP serves as a delivery mechanism for the community component ($1 million) of the IWEco project in eight countries of the Caribbean, supporting the development and implementation of integrated targeted innovative, climate resilient approaches in sustainable land management, integrated water resource management and integrated coastal zone management. The component is near completion, with a targeted closure date of March 31, 2022. 

The consultant under recruitment will support the implementation, closure, reporting, and knowledge of the IWEco community component, and prepare concept notes and proposals to scale up good practices. 

Grant Management Services (GMS): GMS – previously named the Small Grants Programme (SGP) – is a one-stop shop for managing environmental programmes and projects through grants. Currently, the GMS operations is spread in around 120 countries. The GMS chief niche is to serve global programmes with its main partner UNDP-GEF, and other bilateral member states and donors. GMS has proven experience in grant management and considered as the gold standard for managing grants in UNOPS. It has pushed the boundaries of grantmaking through innovation and upscaling.

• Provide technical assistance, operations support and management of the community component of UNDP/UNEP IWEco Project in the Caribbean, ensuring project activities included in the Project Document are carried out timely with a targeted closure date of March 30, 2022. 
• Coordinate and consolidate progress reports for the annual reporting of Project Implementation. Review as required by GEF and other reporting and sharing as required by UNDP and partners.
• Identify and develop good cases for wider dissemination, and assist in the preparation of publications and awareness-raising materials.
• Support the development of concept notes/project proposals and resource mobilization activities to scale up successful cases.
• Provide research assistance, data collection and information gathering to support the development of policy papers, technical guidance notes, training materials to enhance SGP international waters, chemicals and waste portfolio effectiveness.
• Work with SGP-UNOPS cluster and UNDP Nature, Climate and Energy Team to ensure accurate accounting of budgets and expenditure.
• Support the organization of stakeholders engagement, knowledge management and sharing workshops.
• Provide other research, management and administrative support as needed by the Programme Advisor

• The community component of IWEco project is successfully completed by March 31, 2022.
• Final publication of IWEco community component is launched and disseminated widely.
• Video of IWEco community component is produced and disseminated.
• Organization of knowledge sharing and learning workshops.
• At least three concept notes/proposals developed to scale up good practices for resource mobilization.

• Advanced university degree (Master’s degree), preferably international development, environment management or related fields (PhD degree preferred)
• Two (2) additional years of relevant work experience, in combination with a relevant first level university (bachelor’s degree or equivalent), may substitute for the requirement of a master’s degree.

• At least two (2) years of environment and sustainable development experience in international organizations, particularly related to GEF work is required(a doctoral degree in environment and sustainable development can account for two years of experience)
• Experiences with UNDP, GEF and SGP on chemicals and waste management and international waters management highly desirable
• Understanding of international environmental and development policies and practices
