Under
the general direction of the Head of Procurement and Logistic Officer, the
Transport Analyst will undertake the following responsibilities and duties as follows:
Ensure implementation of transport procedures and strategies and
road safety focusing on achievement of the following results:
● Ensure
that UNMAS vehicles are used in accordance with the UN and UNOPS Rules and
Regulations and that vehicle usage data are correctly recorded and reported.
● Oversee
the implementation of UN Mission driving test programme within the UNMAS
Somalia and ensures all drivers and authorized staff are issued UN driving
permits in order to ensure that all vehicle users have minimum driving skills
and understand host country road rules and regulations;
● Liaise
with the Head of security to implement best practice for drivers and passengers
in different security situations and to coordinate road safety campaigns.
● Establish,
implement and monitor a work schedule for drivers, to ensure optimal use of
driver time, varying driver schedules/shifts based upon demand.
● Monitor
and control vehicle trip sheets and perform regular checks on these documents
to ensure there are no irregularities or disparities in fuel consumption.
● Coordinate
the dispatching of vehicles in a timely manner and notifying drivers of any
change in security situation and coordinate the dispatching of vehicles for
international staff movements before and after work hours.
Ensure effective fleet management focusing on achievement of the following
results:
● Responsible
for monitoring and tracking UNMAS vehicle usage in coordination with Security
Department, maintain and upgrade the UNMAS tracker system and monitor
statistical outcomes;
● Manages
the maintenance of the white vehicle fleet at multiple workshops in separate
locations;
● Ensures
that standard quality control procedures are followed in transport maintenance
workshops;
● Monitors
the overall performance of fleet maintenance, taking into consideration the
requirements of vehicle types, based on the years of use and technical
performance of each make/model;
● Establishes
and maintains a central electronic records and filling of all fleet including;
inspections; maintenance; repair; accidents reports; fuel consumption;
insurance; UNMAS fleet registration done in compliance with the host country
rules and regulations;

Manage and supervise Fleet management assistant
and Drivers in their duties and responsibilities and work.
● Ensures
that bi-annual physical inventory of non-expendable transport assets is
conducted in accordance with the established procedures and deadlines.
● Ensures
that vehicle write-off cases are processed in accordance with the established
procedures and deadlines.
