Since 2010, the Scaling Up Nutrition (SUN) Movement has inspired a new way of working collaboratively to end malnutrition, in all its forms. With the governments of SUN Countries in thelead, it unites people—from civil society, the United Nations, donors, businesses andresearchers—in a collective effort to improve nutrition. The SUN Strategy 2021–2025 (SUN 3.0) prioritises country leadership and focuses on supporting systemic change at the country level. It seeks to capture the ambition of SUN countries and guide the work of all actors at all levels aligning concerted action behind and responding to commonly agreed national priorities set out by governments in SUN countries.
SUN 3.0 is committed to fundamental, non-negotiable aspects of effective nutrition action, including equity and the principle of leaving no one behind. For its third phase, the SUN Movement will drive forward gender equality and enshrine youth leadership across the Movement. SUN 3.0 will strengthen partnerships to achieve greater impact on nutrition through food systems, health systems, social protection systems, actions by the private sector and humanitarian and development actors, and through education, water, sanitation and hygiene (WASH) and climate change adaptation.
The SUN Movement Secretariat plays a central role in enabling the multiple members and structures of the Movement to work together to advance progress on country-level priorities and the global positioning of nutrition.
The SUN Movement Secretariat comprises approximately 35 personnel, based in Geneva and in various regions globally. All parts of the Movement – member governments, the SUN Global Support System - the GSS, consisting of four SUN networks (Civil Society, United Nations, Business, Donors) and the SUN Movement Secretariat, together with the SUN Movement Coordinator, work together to align and focus efforts on priorities within countries. The SUN Movement Secretariat is hosted by UNOPS.
Role of the Country Action Facilitator
The Country Action Facilitator, reports to the Head of Country Action. The Country Action Facilitator leads the SUN Country Action team, a critical technical team tasked with supporting the Movement to achieve the objectives set out in SUN 3.0, and provides the capacity to ensure we put countries at the centre of everything we do, empowering SUN Country Focal Points and/or Country Coordinators to act. The team is currently organised into regions globally, including in country.
The Country Action Facilitator, will be based in a country in a defined region and is the main point of contact for SUN Movement members in the defined region. The role leads the SUN Country Action team members to support the development and implementation of national nutrition plans, facilitate information sharing and knowledge exchange, and identify advocacy opportunities across the countries within the defined portfolio.
The Facilitator will work closely with national counterparts and other stakeholders, including representatives of the SUN Networks, to strengthen the institutional capacity for nutrition action by identifying, creating and strengthening opportunities to accelerate progress in countries; identifying successful interventions and moving quickly to scale up results, and ensuring effective peer learning and knowledge exchange across the Movement.
The Facilitator will build and maintain effective understanding, communication and support across the broad national and international community of stakeholders from multiple sectors to understand risks and challenges so that resources may be mobilised and technical assistance provided as necessary.
The Facilitator should have strong skills in process and organisational change management, multi-stakeholder coordination, monitoring and evaluation and conflict resolution or mediation to complement the technical competencies of partners.

● Identify and maintain relationships with regional bodies, nutrition hubs/initiatives, intergovernmental bodies, etc. in the region that could strengthen country efforts to reduce malnutrition.
● Facilitate information-sharing of relevant evidence and successful practices from other partners and countries.
● Identify and facilitate linkages with other initiatives and processes to avoid duplication of activity.
● Work with SUN Government Focal Points and SUN multi-stakeholder platforms to better understand the financing landscape for nutrition.
● Identify countries’ technical support gaps related to nutrition financing and work with technical partners to find models to address these gaps.
● Support the SUN Country Focal Points and/or Country Coordinators to request technical assistance from the in-country multi-stakeholder team to finance, implement and monitor the country action plan.
● Facilitate requests through the global SUN networks or other global partners for technical assistance to support country action plans, when requests exceed locally available resources.
2. Coordination
● Identify opportunities to enhance collaboration with SUN network focal points to integrate and harmonise activities and initiatives for impact and take action as appropriate.
● Support process management and facilitation of multi-stakeholder coordination mechanisms among the various Networks in the Movement.
● Identify opportunities to strengthen existing resources and infrastructure in regions and make recommendations as appropriate.
● Support analysis and advise on appropriate institutional arrangements for multi-sectoral coordination on nutrition utilising SUN case studies and experience.
● Facilitate strengthened coordination and information-sharing among partners.
3. Advocacy
● Contribute to the development and implementation of country/regional/global communication and advocacy strategies for nutrition in the designated region and countries.
● Identify strategic opportunities for advocacy and facilitate coordination of partners for joint advocacy.
● Advise and contribute to the development of common advocacy messages and materials.
● Identify possible sources of funding and in-kind support and partnerships that could be leveraged for promoting the SUN Movement, galvanizing local, regional and global support for nutrition action as relevant.
4. Team management
● In collaboration with the Head of Country Action, MEAL/KM Advisor and Communication and Advocacy Advisor, establish annual objectives and targets, performance indicators and measurements, standards and results expected for the Team.
● Monitor implementation, oversee progress toward annual objectives and take decisions to ensure the delivery of results as planned.
● Guide, monitor and evaluate results/outcomes in enhancing the skills and competencies of communication practitioners across the Secretariat.
● Foster a positive work environment, respectful of both men and women, and ensure that the highest standards of conduct are observed.
5. Innovation and knowledge management
● Contribute to the preparation of success stories and best MEAL practices for inclusion in internal and external communication products.
● Oversee the compilation of communication products from SUN countries and the region, and ensure their timely delivery to SMS Communication and Advocacy and MEAL coordination mechanisms
● Contribute to the development and introduction of innovation in SUN Countries and in the region, to ensure the Movement is continually incorporating best practice approaches.
6. Contribute to strategic planning and analysis
● Brief the Head of Country Action on major developments in the nutrition action of SUN countries in the designated region and recommend how members of the Movement might respond to such developments.
● Support the Global Technical Advisory Team to identify strategic opportunities for engagement of the Coordinator with high level representatives of SUN countries in the designated region, to promote and support the implementation of a multi sector, multi stakeholder approach to nutrition.
● Support the Global Technical Advisory Team to analyse and monitor political developments and emerging issues within the designated region in relation to key principles and core themes of the SUN Movement.
● Assess national and regional political trends that might affect the SUN Movement; recommend to the Head of Country Action and Political Affairs Advisor, solutions/possible actions by the Coordinator and/or Secretariat in response.
● Provide up-to-date information to the Head of Country Action and Global Technical Advisory Team regarding sensitive political matters related to the positioning of the SUN Movement in the region.
