Established in 1997, UNMAS leads, coordinates and implements mine action under United Nations legislative mandates of both the General Assembly and the Security Council. UNMAS supports the UN's vision of "a world free from the threat of mines,

UNMAS is a unit within the Office of Rule of Law and Security Institutions (OROLSI) within the Department of Peace Operations (DPO). UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council, or at the request of the UN Secretary-General or his designated official. When instructed by the Security Council or called upon by Member States, UNMAS deploys under humanitarian, peace and security mandates. UNMAS main headquarters is in the UN Secretariat, New York with a sub-office in Geneva. UNMAS provides direct support and assistance in the areas of explosive ordnance threat mitigation to 18 countries/territories/missions, has a standby rapid response capacity and global technical advisors in the field of Improvised Explosive Devices and Weapons and Ammunition Management. As an office within DPO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.

The National Medical Officer will report to the Medical Coordinator and will be responsible for the following assigned duties:

• Assisting the Medical Coordinator in conducting Quality Assurance and Quality Control assessment visits of UNMAS Gaza clearance contractors and NGOs medical assets and rescue capabilities.

• Provide Medical care within the scope of practice (EMT-Paramedic-Advanced care practitioner) to male and female colleagues and operators in full respect of ethics and professional behaviors

•  Act as site safety officer

• Perform site rescue evacuation drills periodically 

• Assist the Medical Coordinator in conducting operational reviews of UNMAS Palestine Clearance Contractors and medical and rescue assets.

• Assist the Medical Coordinator in conducting analysis of data relating to Internal Quality Assurance (IQA) reports relating to medical support from the UNMAS Gaza clearance contractors and NGOs;

• Assist the Medical Coordinator in assessment of medical facilities used to support MEDEVAC and CASEVAC;

• Assist the Medical Coordinator in the review of the clearance contractor and NGOs medical

• SOPs/MERP and compliance with UNMAS Standard Working Practices (SWP) and International Mine Action Standards (IMAS).

• Under the supervision of the Medical Coordinator provide advice to the Palestine UNMAS Operational team members;

• Make recommendations to enhance survivability of the medical and rescue well-being of the programme.

• Walk , Bend , crawl ,drag and carry patients and equipment in a remote field setting to at least a standard of a moderate work capacity test (WCT)

• Manage all medical files / documents in the  site folder to a high and confidential standard

• Any other duties as requested by the Head of Project Unit or  Medical Coordinator

• An advanced university degree (Master’s Degree or equivalent) in Medicine, Nursing, Public Health, or related field with 1 year of relevant experience is required; OR

• A first level university degree (Bachelor’s Degree or equivalent) in Medicine, Nursing, Public Health, or related field with 2 years of relevant experience is required; OR

• National or industry registration/license as an Emergency Healthcare Provider (e.g., Emergency Physician, Registered Nurse, Nurse Practitioner, Physician Assistant, Advanced Paramedic (CCP, TPC, FPC), Medical Technician or any other related field) with 1 years of relevant experience is required; OR

• A technical or professional diploma in related subjects with 4 years of relevant experience is required.

• Relevant experience is defined as work experience as nurse, emergency physician, paramedic, HSE Offshore Medic or related fields in the health care sector.

• Valid Advanced Cardiac Life Support (ACLS) certification is required.

• Valid Current Pre-Hospital Trauma Life Support (PHTLS) or similar recognized emergency trauma certification (ATLS, ITLS, TTLS, and TCCC-MP) is required.

• Previous experience in delivering medical and rescue training is desired.

• Valid Remote/Austere Medical Skills (RAMS), HSE Offshore Medic, or similar recognized prolonged field care or nursing care certification is desired.

• Fire & Rescue, Health & Safety knowledge would be desired.

Language

• Fluency in English (reading, writing, and speaking) is required.

• Fluency in Arabic (speaking, reading and writing) is required.
