Background AUMCO

The Austria Multi-Country Office (AUMCO) was set up in August 2019 as a part of the UNOPS Europe & Central Asia Region (ECR). Specifically, AUMCO aims to enable achievement of Agenda 2030 and the Paris Agreement through global programmes and tailored interventions in the Balkans, South Caucasus, and Central Asia, focused on:

● Infrastructure

● Procurement 

● Project Management (full service, back on track)

● HR and Transactional Services

● Grants Management 

● Technical and Advisory Services

UNOPS in Albania 

UNOPS Albania is aimed at providing efficient and cost-effective implementation services on behalf of partners to support the Government of Albania achieve its national priorities through citizen-oriented programmes and projects. UNOPS Albania office, based in Tirana, operates under the operational support of the Austria Multi-Country Office (AUMCO). The Office was established in early-2021 to support, develop and oversee UNOPS’ growing portfolio of projects in the country. The office currently provides implementation services to several projects on Cultural Heritage and Healthcare, where UNOPS works closely with development partners and the Government focusing on culture and healthcare sectors. The aim now is to expand UNOPS' support to Albania.

Under the overall direction and responsibility of the Country Manager, the incumbent will be responsible for the following:

Business Development and outreach:

• Carry out a review and analysis of potential donors for the construction of 1) the Public Health Institute expansion and 2) the improvement of Healthcare Waste Management; 

• Analyse markets for Healthcare Waste Management service in Albania; if needed, submit analytical reports on outcome and proposals for action;

• Support in carrying out sector review and gap analysis for the potential areas of engagement based on meetings and consultations with representatives of the government, non-governmental organisations, private sector and civil society organizations;

• Based on the sector review and initial conclusions, prepare an initial advisory and synthesis note on potential areas of engagement for UNOPS in the country for aforementioned two opportunities; 

• Contribute on the design, formulation and negotiation of associated draft concept notes, proposals and project briefs for discussions with partners;

• Support in  developing approaches and provide suggestions on engaging potential donors for the Public Health Institute expansion and the improvement of Healthcare Waste Management projects funding;

• Support UNOPS efforts in developing the two business opportunities with potential partners, using existing information and materials, as well as inputs from and relevant to substantive discussions between UNOPS and partners; 

• Assist the Country Manager and AUMCO Director during meetings, follow-ups and negotiations with donors, government and other partners and clients to achieve the most cost-effective and mutually beneficial terms for UNOPS engagements with prospective clients and partners;

• Assist clients and partners in adapting/formulating project ideas/project proposals in accordance with UNOPS business patterns and practices;

• Interact actively with all existing and potential new partners and clients to follow-up on meetings, decisions and commitments as well as to solicit feedback and gauge client satisfaction.

• Perform other duties as directed by the supervisor to support UNOPS ECR’s outreach and business development activities in Albania. 

• Map of stakeholders for two business opportunities;

• Review and guidelines on potential donors including but not limited to global and regional funds, IFIs, EU and others for two business opportunities;

• Analysis of the existing relevant policy decisions and priorities, regulations (national and international) applicable to developed business opportunities in Albania; 

• Review of the market capacity and limitations for Healthcare Waste Management services;

• Contribute to the development of detailed action plan on engaging most relevant/suitable donors for two business opportunities; 

• Successfully supported the Albania office in the identification of new funding opportunities for the two identified business opportunities.

Education:

• Master’s degree (or equivalent) in project management, Business administration, international relations, development studies, social science, engineering, environmental studies or related fields is required.

• Relevant first university degree (bachelor’s or equivalent) with additional 2 years of relevant work experience may be accepted in lieu of an advanced university degree.

Experience:

• Minimum 2 years of work experience in business development, project development or project management in Albania is required, international experience is a distinct advantage; 

• Excellent communication, networking and presentation skills required;

• Excellent research and writing skills required;

• Experience in engaging with high-level policy makers and donors;

• Strong negotiation skills required;

• Good time management skills and independent planning required;

• Proficiency with Google Workspace is highly desirable;

• Experience working with the UN system a distinct advantage;

• Strong networks in Albania desired.

Language:

• Fluency in oral and written English and Albanian is required. 

Contract type: Individual Contractor Agreement  - ICA retainer modality. A retainer contract is issued for a period of time during which the services of the individual contractor are required intermittently. The individual contractor agreement on retainer basis will specify a “unit price” per day worked. For budgetary purposes, a monetary cap will be determined when the contract is awarded and issued. Please note that the retainer contract will not provide for a minimum, and payment will be made only after completion of work
