Project Manager

The project's objective is to improve health access and health services, particularly maternity and pediatric services, in the Kwango province by constructing 15 health centers in replacement to the ones currently built with non sustainable materials and add  pavilions in 2 existing general hospitals in Boko and Kimbau. The construction of the health centers and pavilions will increase the facilities capacity to receive and care for patients; in this region, one health center serves an average population of 7,979 people. The project also aims to increase the quality of care received and improve the functionality of the centers in the health facilities.

For this project, KOICA and the University of Hanyang School of Medicine will partner with UNOPS to rehabilitate and construct health facilities in the Kwango Province, in the Western part of the country.

Located in Kinshasa, Democratic Republic of Congo the UNOPS Multi-Country office covers eleven countries: Angola, Burundi, Cameroon, Central African Republic, Comoros, Gabon, Equatorial Guinea, Democratic Republic of Congo (DRC), Republic of Congo, Madagascar, Rwanda, and has an active portfolio of over $300 million, with many infrastructure projects. The office has developed strong working relations with international partners, UN agencies including UN Missions and Governments across Central Africa over the years. It provides technical support and capacity building in strategic development areas including infrastructure rehabilitation and development across health, education, public works, governance/public administration sectors; procurement, project management and sectoral advisory services; peace and security, environmental preservation and protection among others.

The Project Manager reports directly to the Head of Programme who provides direction and general supervision. The Project Manager  is responsible for programme development planning and preparation and for managing all stages of programming to achieve results in the area/s of responsibility.  The role contributes to the development and implementation of strategies to enhance the competencies and position of UNOPS in sustainable project management and services to partners, stakeholders and UN system partners.

The post is based in Kinshasa but may change to other locations in the  Democratic Republic of Congo.

• Develop, complete and update implementation plan(s) 

• Implement the approved plan (including the establishment of milestones) within tolerances set by the Project Board. 

• Embed sustainability dimensions including social and gender inclusion, environmental and economic aspects into project life span. 

• Manage the production of the required outputs, taking responsibility for overall progress and use of resources and initiating corrective action where necessary.

• Ensure that quality of work packages and deliverables complies with the quality requirements defined in the Implementation Plan.

• Liaise with any external suppliers or account managers

• Manage acceptance and delivery of work packages

• Monitor project progress ensuring that work packages are being executed properly

• Control project and work packages changes

• Accept goods, services or works delivered by suppliers. 

• Lead contract management duties including supplier performance evaluation. 

• Act as the Employer’s Representative within the FIDIC works contracts.

• Identify, and anticipate in a timely manner, potential risks and issues and advises mitigating measures to senior management/ Project Board so that maximum benefit to partner(s) and other stakeholders is achieved

• Identify and report to the supervisor potential business opportunities for UNOPS

• Comply with all organizational policy and specifically the Project Management Manual

• Prepare/adapt all relevant plans for approval by the Project Board.

• Manage the reporting obligations defined in the Legal Agreement(s) and in the Implementation Plan

• Draft the requirements definitions for procurement processes. Approving requisitions and requests for non-purchase order payments; Evaluating submissions received, if appointed to the evaluation team. 

• Ensure maintenance of the project files and lessons learned are recorded

• Ensure the development and implementation of project financial management guidelines and control mechanisms, in conformity with UNOPS rules and regulations. 

• Manage budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time.

• Understand and manage UNOPS overheads, allocable charges, and related corporate charges as they apply to the project

• Understand the unique structures of the UN and budget appropriately for personnel

• Manage expenditures against the budget (based on accurate financial reports)

• Where the Project Manager has no delegation as a committing officer, s/he retains these responsibilities and will monitor and instruct/request others to carry out the relevant commitments and disbursements.

• For project closure purposes, provide a formal handover of the project to the closure manager

• Support project audit activities, including planning, preparation and coordination during the audits and follow up on audit observations/recommendations

• Advanced University degree (Master's Degree) in either Project Management, Civil Engineering, or other related field is required.

• First level University degree (Bachelor’s Degree) with a combination of two (2) additional years of relevant professional experience in either Project Management, Civil Engineering, or other related field, may be accepted in lieu of the advanced university degree.

• A minimum of five (5) years experience in implementing and managing  infrastructure projects and or  in civil engineering construction management is required.
• Work experience in post-conflict/ fragile environments is desirable.
• Some experience in the UN system organizations and/or a developing country is desirable.

• Fluency in written and spoken French Language is required. 

• Fluency in written and spoken English Language is required.

• Certification in Project Management: PRINCE2 Foundation is desirable

• AutoCAD certification is desirable.
