The Security Council mandates MINUSCA through Resolution 2605 (2021) to provide technical assistance towards the operationalisation and functioning of the Special Criminal Court (SCC) for the CAR, in partnership with other international partners and the UNCT, and CAR authorities. This technical assistance is in various areas and includes, the conduct of investigations, evidence collection and storage, recruitment and selection of personnel, court management, the establishment of a legal aid system and protection of victims and witnesses. 

Under a partnership between UNOPS and the MINUSCA, the project manager will be expected to lead UNOPS engagement with the SCC CAR and the MINUSCA Justice and Corrections Section, for the provision of specific support to operationalize and facilitate functioning of the SCC in terms of administrative assistance for the contracting and contract management of expert staff embedded in the Court, logistical and financial support for the organization of training sessions, and other activities for the Court. In keeping with its overall mandate to support the SCC CAR, MINUSCA/Justice and Corrections Section will remain fully responsible for the programmatic and technical aspects of all funded activities to the court.

Project Manager is responsible for the day-to-day operations of the project(s) and provides services to the different donors, partners and beneficiaries. Project Manager acts on behalf of the Project Board to manage the project on an ongoing basis during the Implementation Stage. The main responsibility of a Project Manager is to ensure that the project outputs are delivered within the specified project tolerances of time, cost, quality, scope, risk and benefits. He/she is expected to meet the organization’s performance and delivery goals. Project Manager has the authority to assign, as per the Project Plan, work packages to Team Managers and approve deliverables produced by them.

Project Manager is also responsible for creating the Implementation Plan, using the Project Initiation Document (PID), Legal Agreement and having a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders, to ensure the project(s) outputs are capable of meeting the business cases for both UNOPS and the partner(s). Success of the project(s) and hence of the Project Manager will be based on the defined Success Criteria.

The Project Manager will report directly to the Country Manager in CAR and to the Head of Programme on programmatic issues.
