The Director will report to the Executive Director (ED) of the Stop TB Partnership, who leads the Secretariat and is responsible for overseeing the implementation of the Global Plan to End TB and the Operational Strategy approved by the Stop TB Partnership Board, and represents the Stop TB Partnership globally.
The main purpose of this role is to take responsibility for the day-to-day programmatic oversight, as well as operational, administrative and financial requirements of the Stop TB Secretariat, building optimal ways of working with the teams within the Stop TB Secretariat ensuring that the Stop TB Executive Director is well positioned to represent and respond to the needs and priorities of partners. The role will include but is not limited to: ensuring oversight of the STBP programme activities in line with UNOPS programme management methodology (PMM), optimal operational and administrative systems, processes, providing strategic advice, work-planning, resource allocation, financial and human resources management, reporting on the use of funds, risk management, performance management and evaluation of progress against goals.
The incumbent will ensure that the Secretariat is taking the most effective actions, fully aligned with the workplan and donors expectations and following all UNOPS rules and regulations to ensure achievement of the successive Global Plans to end TB by 2030, the goals set up by the Stop TB Board and support Stop TB partners to work towards ending TB by 2030.
The incumbent will oversee several key processes linked to the development and implementation of the next operational strategy including: development of the next Operational Strategy, implementation of the Operational Instruction for Hosting, changes in administration, human resources, fundraising and joint-planning, monitoring and implementations with the existing Secretariat teams.
The incumbent will ensure that the Secretariat is a high-functioning team delivers the ambitious goals set out for the Secretariat through the implementation of workplans whilst also nurturing a culture of respect, professionalism, transparency, diversity, inclusion and healthy work-life balance..
The incumbent must understand what it means to serve a Partnership that is partner driven. S/he will set and hold the highest standards of performance for the team while providing adequate opportunity for the team to sharpen its expertise and continuously improve its ways of working. The incumbent must be adept at managing a wide range of professionals across all levels of the organisation, including effectively leading and managing teams from a distance. 1. Strategic management

Contribute to the development of the next operational strategy in collaboration with the ED, Deputy ED (DED), Secretariat and the various governance mechanisms.

Jointly develop and implement a common work plan for the Secretariat in order to maximise the contributions of all teams, and to ensure an efficient and effective programme delivery.

Recommend and/or determine priorities and supervise the implementation of work plans to manage the strategic, operational and financial risks.

Lead the evolution of the human resource contracting mechanisms to ensure that the needs of Stop TB Partnership are fully met.

In collaboration with the DED and the team, establish annual objectives and targets, performance measurements, standards and results expected.

Monitor implementation, oversee progress toward annual objectives and take decisions to ensure the delivery of results as planned.

Keep the ED advised on opportunities and/or challenges to strengthen the Secretariat capacity and results.
2. Day to day management of the Secretariat

Plan and propose to the ED and DED the resources required (human, financial and administrative) to ensure financial sustainability in accordance with UNOPS standards of programme delivery as well as ethics and integrity.

Ensure smooth and efficient daily operations and administration of Secretariat resources, fit for purpose and supporting implementation of programmatic activities serving partners and beneficiaries in need.

Operate within the defined limits of authority on matters of Finance, Procurement and Human Resources and subject to any limits or conditions that may be imposed as per delegated authority.

Contribute to planning and ensure recruitment, management and development of a flexible workforce with the skills and competencies needed to ensure optimum performance, and ensure gender and geographical diversity.

Foster a positive work environment, respectful of both men and women, and ensure that the highest standards of conduct are observed.

Oversee, monitor and direct appropriate measures to maintain the safety and security of personnel, assets, property and information within the respective area of responsibility.
3. Alliance building, networking and stakeholder management

Build and maintain relations with partners and contributors to the Stop TB Partnership Secretariat.

Continually look for new ways to bring together the Secretariat to improve their collaboration and drive optimal ways of working, focused on optimal support for the diverse Stop TB Partners, including TB-affected communities and grass root community-based organizations.

Represent the Stop TB Partnership (when requested by the ED and DED ) in public events, task forces, working groups, intergovernmental and interagency discussions, interactions with stakeholders outside the UN system, and any other relevant situation.
4. Resource mobilization and management

Provide support to the management and operationalization of the Stop TB Partnership resource mobilization efforts.

Oversee the implementation of the Stop TB Partnership funds in line with approved workplans and budgets, ensuring an accountable and transparent fiduciary management in accordance with UNOPS financial rules and regulations.

Make recommendations on best practice approaches to donor interactions, including identifying opportunities to leverage private-sector investments and innovative financing mechanisms, working in collaboration with the EASI team, ED and DED.

Represent (when requested by the ED and DED) the organization in donor and membership meetings and negotiate/finalize donor agreements.
5. Governance, programme management and quality assurance

Assisted by the wider Secretariat, support the ED and by extension the Executive Committee in its governance responsibilities to ensure the Board has the advice and resources it needs to perform its responsibilities, and that appropriate processes and records are maintained.

Provide oversight to the hosting arrangement of the Stop TB Partnership Secretariat with UNOPS and lead the programme management responsibilities associated with this.

Implement internal performance and quality control systems for the Stop TB Secretariat including tracking, monitoring and reporting on project delivery and financials.

Evaluate performance to measure efficacy and alignment of the Stop TB Secretariat, with UNOPS standards of accuracy, transparency, diversity and inclusion and accountability.
6. Knowledge management and innovation

Drive knowledge sharing and strategic communication across the organization and beyond, ensuring collaboration and continuous feedback as appropriate.

Lead the ongoing research, development and implementation of best practice and innovative approaches to maximise performance and sustain achievements.
