Project Manager

Technical Assistance to the Ministry of Health in the management and implementation of the project “Reconstruction of the four Clinic Centres in Serbia:  Belgrade, Novi Sad, Nis and Kragujevac"

The Government of the Republic of Serbia and European Investment Bank (EIB) signed three financial agreements worth 200 million Euros for the Project “Modernization, Development, Expansion and Extension of Clinical Centres in the cities of Belgrade, Novi Sad, Nis and Kragujevac”. The Project started in 2007 but due to the size and complexity, as well as limited resources and capacities of the Project Implementation Unit (PIU), established within the Ministry of Health at the start of the Project, the implementation has been well behind planned timelines although the progress has been enhanced in  the recent years. 

In order to support Project to efficiently and effectively use above mentioned loans from EIB, the Government of Republic of Serbia has requested UNOPS to provide technical assistance in project management, infrastructure and procurement..

The technical assistance includes the capacity building of the Ministry of Health and its PIU to implement donor and international financial institutions funded projects based on project management method in the future.

Project Manager  is responsible for the day-to-day operations of the project(s) and provides services to the different donors, partners and beneficiaries. Project Manager acts on behalf of the Project Board to manage the project on an ongoing basis during the Implementation Stage. The main responsibility of a Project Manager  is to ensure that the project outputs are delivered within the specified project tolerances of time, cost, quality, scope, risk and benefits. He/she is expected to meet the organization’s performance and delivery goals.

Project Manager  has the authority to assign, as per the Project Plan, work packages to Team Managers and approve deliverables produced by them.

Project Manager  is responsible for creating the Implementation Plan, using the Project Initiation Document (PID), Legal Agreement and having a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders, to ensure the project(s) outputs are capable of meeting the business cases for both UNOPS and the partner(s). Success of the project(s) and hence of the Project Manager  will be based on the defined Success Criteria.

• Advanced University Degree preferably in Project Management,  Engineering, International Relations, Development Studies, Business Administration or other relevant discipline is required.
• University Degree (bachelor’s degree / first level) with a combination of 2 additional years of relevant professional experience may be accepted in lieu of the advanced university degree.

Work Experience

• Minimum five years of experience in providing advisory services in project management and/or in project implementation is required.
• Experience in the management of infrastructure and/or procurement projects is an asset.
• Experience in projects including engagement with the international and/or multilateral financial institutions is an asset.
• Experience with technical assistance/capacity building projects benefiting national government(s) is an asset.
• Experience in engagement with senior government and international officials is an asset.

Language Requirements

• Fluency in English is required
• Knowledge of Serbian would be an asset
  

• Certification in Project Management ( PRINCE2, PMI, etc.) would be considered an asset.
