Background Information – Project

Emergency locust Response Project (ELRP) 


On May 20, 2020, the World Bank’s Board of Executive Directors approved the Emergency Locust Response (ELRP) Program (MPA), a regional response to the Desert Locust (DL) crisis in Africa and the Middle East. The ELRP MPA financing envelope is up to US$500 million equivalent from IDA for countries to respond to the challenges posed by the DL invasion. The first phase of the ELRP MPA is financing US$160 million for the Democratic Republic of Ethiopia, Republic of Kenya, Republic of Uganda, and Republic of Djibouti. A second phase of US$40 million is financing the Shock Responsive Safety Net for Locust Response Project in the Federal Republic of Somalia. 

On 08 June 20, 2021, the World Bank’s Board of Executive Directors approved the ELRP MPA Phase 3 project design for a US$53.7 million investment for South Sudan. After which the project was approved by the Bank Board on 25 October 2021.

The project’s development objective (PDO) is to respond to the threat posed by the locust outbreak and to strengthen systems for preparedness as well as to respond to the threat posed by the locust, protect and restore livelihoods and food security, and strengthen systems for preparedness. And thus this project is an emergency response project.

The project has 5 components, however, UNOPS will be contracted by (Ministry of Agriculture and Food Security) MAFS to implement sub component 2.1. This sub-component will provide emergency direct income support, in the form of unconditional cash transfers, to about 26,000 locust affected households to protect against livelihood and asset loss and meet their urgent food needs, smooth consumption gaps and enhance purchasing power for basic commodities. MAFS is the implementing agency/primary recipient for ERLP and also provides oversight of the safety net system being established under SSSNP, so it can also help coordinate between the two projects along with UNOPS. Thus the ELRP will leverage a lot on the SSSNP.
