The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world.  Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organisations.  With over 6,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, where they need it.  By implementing around 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments.

Kenya Multi Country Office manages a growing portfolio of engagements, including associated strategic and operational risks. The KEMCO sub-region currently consists of an established Operation Centre in Nairobi/Kenya which manages a portfolio of engagements in multiple countries in East and South Africa. This includes primarily transactional projects in partnership with the Nairobi based UN Agencies, UN-Habitat and UNEP, and multiple ‘operational’ projects in Kenya, Uganda, Tanzania and several island states.


Background Information  - Mozambique
The peace process in Mozambique between the Government and RENAMO rebels has been ongoing since 2016 .  The process has advanced significantly with multiple constitutional reforms and (a) the signing of the MOU on military affairs in 2018,  (b) the signing of an Agreement on the Definitive Cessation of Military Hostilities on the 1st of August 2019 followed by signing the (c) Maputo Accord for Peace and Reconciliation (Peace Accord) on the 6th of August 2019. 


In July 2019, the United Nations Secretary General (UNSG), appointed a Personal Envoy to Mozambique to support the process in this capacity. This will include supporting the Disarmament Demobilization Reintegration (DDR) process, accompanying the implementation of decentralisation reforms and advancing a reconciliation strategy which will contribute to the long term sustainability of the process. 


UNOPS has been supporting the Peace Process from January 2020 by providing operational support to the Peace Secretariat and the Personal Envoy to Mozambique and; by extension, the DDR process since that time.  In this respect, the Peace Secretariat is the Client of UNOPS services. The project is proceeding to the final stage of implementation and is scheduled to conclude on 31 December 2023


The project is currently financed by eleven (11) contributing partners towards the implementation of the peace process through a basket fund mechanism. UNOPS principle role is to act as an administrative agent to the basket fund. The management of the Basket Fund requires a sound fiduciary management and oversight, which will be conducted to international standards and in line with the UNOPS Financial Rules and Regulations.


To support this important project, the United Nations Office for Project Services (UNOPS) is looking for an experienced Finance & Fund Management Specialist to facilitate the financial resources planning, reporting and analysis for this project.  The position will be home-based but falls under the oversight of the Transactional Unit Manager based in Kenya.
