Grant Management Analyst

2. Support the development, replication, and scale-up of innovative approaches and tools; and 

3. Facilitate global, equitable access to TB diagnostics and medicines. 

Background - Team

The Stop TB Partnership’s Country and Community Support for Impact (CCS4i) Team, works on three complementary priorities: 

• technically strong country responses;  

• empowered networks of people affected by TB, and engaged civil society and other key stakeholders; 

• advancement of rights-based, gender sensitive TB response that prioritizes TB key and vulnerable populations. 

Through its Challenge Facility for Civil Society (CFCS), CCS4i Team provides tools to facilitate the involvement of people affected by TB and civil society in all aspects of the TB response and grants to partners in lower-income and/or high TB burden countries to remove social, legal and economic barriers to universal access to TB prevention, diagnosis, treatment, care and support services, create demand for highest quality drugs and diagnostics, community-led monitoring of TB service quality, advocacy for law and policy change, and elevating the voice of TB survivors in national and global TB governance. Through country-level STP Platforms CCS4i Team mobilize and engage country key stakeholders for advocacy, awareness, visibility, and demand creation. 

Under the overall supervision and guidance of the CCS4i Team Leader, The Grant Management Analyst provides technical input to organize and run country grants and supports a broad range of implementing partners/organizations (including procurements, grants, contracts, as well as other operations related matters). They would work in close collaboration with the Regional Technical advisors and CRG Programme Officers while advising on UNOPS rules and regulations and promoting the strategic aims of the Stop TB Partnership and its programs. 

Under the supervision of the CCS4i team Lead and working in close collaboration with the Regional Technical Advisors and the CRG Programme officers, the Grant Management Analyst is expected to perform the following functions:

Programme Planning and Development

• Review grant awards requests, draft grant agreements and subsequent amendments, using the approved templates ensuring that all agreements and amendments are constructed and issued in line with UNOPS legal and financial rules and regulations.

• Track and ensure proper development, implementation and, as and when appropriate, amendments, of project budgets and staffing resources, ensuring synergies across the CCS4i team.

• Develop and establish resource tracking systems for use within the CCS4i grant programs, complementary to UNOPS' online tools, to ensure effective planning, forecasting, and tracking of delivery. 

• Identify, and - if possible - anticipate, potential implementation risks and issues, and suggest to the team lead possible mitigating measures.  

Grant Setup and Implementation Analysis

• Provide analytical support to CCS4i grant making and support the development of high-level project plans.

• Review grant budgets, and financial reports against approved budgets, and provide critical feedback to implementing partners, programme & operations team, as relevant.

• Develop, track, and maintain dependencies and systems, controlling budget line expenditures and encumbrances, including record keeping reflecting all transactions related to the CCS4i team activities in proper categories in accordance with the STP finance SOPs and the UNOPS financial rules and regulations.

• Monitor finance related actions for timely disbursements of funds to beneficiaries and other recipients of funds/grants from the CCS4i team and always in alignment with UNOPS and STP finance policies and procedures.

Grant Monitoring & Reporting

• Manage, update, and improve CCS4i Team Grant Management System (GMS) to track grantee reports and grant performance, and provide up to date tracking reports of grantee progress and make grant payments. 

• Within the context of monitoring and evaluation, ensure all projects submit and regularly update specific milestones and targets for the duration of projects' life-cycles, and track progress, or otherwise, against such information. 

• Prepare and issue regular project reports in accordance with donor guidelines for reporting.

• Provide editorial support to programmes and projects, ensuring effective and timely dissemination of reports, in line with project documentation and clients' expectations.

Quality Assurance/control

• Participate in CCS4i team grantee’s field visit to provide financial capacity analysis and grant administration support.

• Work with Finance and the operations teams in STP to ensure effective interface with quality systems and compliance with UNOPS defined standards for programme/project management.

• Provide Assistance with quality reviews of programme/project documents and deliverables.

• Provide assistance with quality control for management products (project documents, reports, etc.).

• Advanced university degree (master or equivalent) in Finance, Business Administration, Project Management or other relevant discipline is required
• University degree (bachelor or equivalent) in any of the above disciplines with two (2) additional years of relevant professional experience may be accepted in lieu of a Master’s degree.
