Background Information - UNOPS
UNOPS mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner.

Background Information – WEC
UNOPS Water and Energy Cluster (WEC) supports the design and management of multi stakeholder initiatives by providing services in financial and grant management, procurement, human resources, and project management. The cluster has supported projects in the areas of water resource management, climate change adaptation, mitigation and transparency, energy access and distribution and environmental conservation under the Paris Agreement. The WEC has also supported operations and financial management services, in Vienna, the rest of the ECR region and beyond. The main partners include UN agencies, bilateral agreements (with the Nordics, Germany, and Italy), the Green Climate Fund and several NGOs (such as CIFF and CWF).


Background Information - CCAC
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. 
 
The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. The United Nations Environment Programme (UNEP) hosts the Secretariat at the Economy Division in Paris.

1. Ensure high levels of country engagement in the CCAC
2. Be responsible for conveying country needs/requests to CCAC Hubs 
3. Ensure progress of country-driven CCAC projects
4. Manage CCAC Secretariat personnel with UNOPS contracts 

• Coordinating targeted expert assistance requests; 
• Running the CCAC’s annual ‘Expression of Interest’ process; 
• Formulating projects and CCAC Calls for Proposals in line with the CCAC 2030 strategy; 
• Managing related implementing partner agreements; 
• Assessing requests, seeking approval and recruiting CCAC National Consultants;
• Coordinating knowledge sharing and capacity strengthening events at national and regional levels 
• Developing related documents for CCAC decision making processes, and coordinating inputs with CCAC partners and Programme Officers and the Head of the Secretariat ; and
• Other related tasks.

• Actively sharing information on country needs/requests collected through the CCAC’s annual ‘Expression of Interest’ process; 
• Facilitating discussions on possible approaches at a regional, sub-regional or other relevant/thematic groupings; 
• Ensuring and enlarging the pool of potential implementing partner organisations engaged in the Hubs; 
• Communicating updates to all CCAC Partners regularly; and 
• Other related tasks.

• Performing quarterly check-ins with CCAC Secretariat colleagues leading on monitoring & evaluation, plus reporting;
• Escalating concerns to the Head of Secretariatwith recommended actions; 
• Ensures the CCAC Board have updated information on country-driven projects;
• Checking in with country focal points on their satisfaction with outputs and progress;
• Provides inputs to CCAC donor reporting;
• Draft reports on progress of country-driven action internally, making linkages/aligning with priorities under UNEP’s Climate Action sub-programme; and
• Other related tasks. 

• Serving as the UNOPS supervisor of CCAC Secretariat personnel;
• Managing performance;
• Managing leave requests; 
• Facilitating further recruitments; and
• Liaising closely with UNEP Programme Officersand the Head of Secretariat on all of the above.

• Advanced University degree (Master’s degree or equivalent) in international relations and/or an environmental field.

• At least 5 years’ experience, preferably with knowledge of climate change and air quality;
• Experience working with senior officials in national governments, especially in the Latin America and Caribbean region;
• Experience in project management;
• Knowledge of UN rules and procedures.
