UNOPS -Ethiopia Multi-Country Office (ETMCO) is recruiting this position through an Emergency Recruitment process (EPP) - Monitoring & Evaluation Senior Analyst based in Addis Ababa, Ethiopia.

Established in 2009, UNOPS Ethiopia Office has been providing services to various partners, including the government of Ethiopia, UN agencies such as WHO, UNHCR and WFP, and other international organizations. Since 2014, the UNOPS Ethiopia Multi-country Office (ETMCO) runs and coordinates the UNOPS activities in Ethiopia, Sudan and Djibouti. The UNOPS ETMCO team is composed of more than 100 national and international women and men, and offers a broad range of services such as infrastructure, procurement, project management, financial and human resources management. 

UNOPS ETMCO activities range from tailor-made administration, operations, human resources and logistics support for implementation of development and humanitarian projects; infrastructure and procurement management services; and advisory services to partners to facilitate effective procurement, supply and financial management.

Under the overall guidance and supervision of the Project Executive of the Tigray Portfolio, the Monitoring & Evaluation (M&E) Senior Analyst leads the planning, development, and implementation of a comprehensive Monitoring & Evaluation Framework for Tigray projects, but also contributes towards ETMCO level framework.

1. MCO and Portfolio level Monitoring and Evaluation (M&E) Responsibilities:
  • Define and introduce UNOPS M&E approach to all Tigray projects and programme stakeholders. 

  • Coordinate and oversee the development, piloting and maintenance of oneUNOPS Collect and relevant dashboards to accurately track data collected from various interventions across program activities, with particular focus on Tigray Portfolio.  Ensure maintenance of data back-up and retrieval systems.

  • Provides relevant technical assistance to Tigray Project Team.

  • Assists in knowledge building and dissemination of lessons learned across ETMCO. 

  • Lead, or support the preparation of TORs for procured services , baseline surveys, Mid Term Review, End Project Reviews and Annual Reviews and related reporting requirements.

  • Lead Training & Development of programme and project personnel principally in the areas of Monitoring and Evaluation.


2. Program/ project Monitoring, Evaluation & Reporting:
  • Review Tigray Projects’ logical framework: hierarchy of objectives, indicators, means of verification, assumptions and risks and advise the project management Unit for improvement to enhance efficient and comprehensive monitoring and measurement of the project achievement. 

  • Ensure adequate resourcing is allocated for the defined M&E Scope of Work. 

  • Set up an M&E system including M&E guidelines, implementation arrangements, and M&E plan which fully address the Tigray projects’ logical framework and comply with the Project Financing Agreement, and the Project Implementation Plan (PIM).

  • Collect and provide essential data and information to the Tigray projects management and project implementing partners for timely and effective decision making and learning.

  • Synergize the M&E systems of project implementing partners .

  • Capture the projects’ lessons learned, good practices and innovations to guide project implementation improved implementation.

  • In coordination with the Senior Project Managers, develop an evaluation framework to measure project outcomes and impact, and subsequently draw a Terms of Reference for the conduct of  baseline, midline and end-line studies as required and Annual Reviews and related reporting requirements.

  • Provide sound contributions in the development of M&E templates, forms, and questionnaires, conducting survey, data collection, data consolidation, data processing, generalizing and report production. 

  • Draft M&E capacity building plan for Tigray projects and support that of the ETMCO project national and field staff . 

  • Build capacities of implementing partners in M&E, including stakeholder workshops to sensitize the M&E Plan.

  • In coordination with the Senior ETMCO Project Managers, develop a framework for the Project’s M&E staff.

  • Conduct regular capacity assessment and Train project team on oneUNOPS Collect or any other M&E platform developed for data management.

  • Guide project team and coordinates with Project Managers to ensure their understanding of, and compliance with, reporting standards.

  • Support the recruitment of M&E Team, including field enumerators, as required. 


3. Communication and Knowledge Management:
  • Integrate knowledge management in the overall M&E framework including recording of lessons learnt and best practices.

  • Lead the documentation of challenges, lessons learnt and recommendations for future learning and development of ETMCO.

  • Closely work with the Communications Unit in the development of periodic publications, including annual reports, monthly newsletter and similar communication and marketing materials.

  • Actively interact with other Project/ program  personnel and groups to share case studies, lessons learned and best practices. 

  • Provide feedback to practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies. 

  •  Complete lessons learned as per reporting format. 

  •  Incorporate lessons learned from others as per planning format. 

  • Collaborates with the Communications Unit in the dissemination of evidence of success of Tigray projects/programmes to donors, partners and beneficiaries.


4. Monitoring and Progress Controls:
  • Develops and distributes performance reports related to M&E. Regularly reviews project status, evaluating performance criteria (scope, cost, schedule and quality).

  • Follow up corrective action plan.

  • Evaluates performance and initiates change requests as required.

  • Based on the monitoring and evaluation data, support Tigray projects in particular, and ETMCO in general, in developing performance improvement plans.

  • Support the execution of improvement plans related to development of  ICT enabled tools, e-manuals, procuring of services and equipment for monitoring. 

  • Support the preparation of quarterly, semi-annual and annual progress reports to the donors and other stakeholders.


Impact of results

The Monitoring & Evaluation (M&E) Senior Analyst  directly impacts on achievement of ETMCO’s program and project results by  coordinating the collating, reviewing and analyzing of data from projects and programmes. This contributes towards:

  • Improved performance through enhanced data management.

  • Effective monitoring system through systematic tracking of progress and performance at programme and project levels.

  • Facilitating informed decisions at both project and programme level.

  • Supporting communication and marketing initiatives to promote the visibility of ETMCO.

Key outcomes will be improved quality, consistency and effectiveness of project delivery, data management and knowledge management.   This consequently reinforces the visibility and image of the UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services.
