The Asia Regional Health Cluster (ARHC) was established in 2018 for efficient delivery of grants and funds management, and the provision of quality pharmaceuticals and medical equipment.  The ARHC aims to significantly impact the targets of UN Sustainable Development Goal on good health and well being by expanding the population benefitting from UNOPS-managed health-related engagements across the Asia Region.

The ARHC portfolio manages the Principal Recipient (PR) Programme of the Global Fund in Myanmar since 2011 and in Asia since 2013. The Global Fund, which has been providing financial support to the Greater Mekong Sub-Region for malaria programs since 2003, has selected UNOPS as a PR, responsible for delivering the targets set out in the grant agreements, in collaboration with selected Sub-Recipients (SRs) from the National Programmes, international and local non-governmental organizations and United Nations agencies.

The Global Fund has been providing support to Myanmar in order to end the HIV epidemic in Myanmar where UNOPS has been  nominated as the Principal Recipient to ensure that the Global Fund financed HIV activities are in line with the National Strategic Plan and for management of Sub-Recipients (SRs). 

Under the overall supervision of the  Senior Program Manager and the direct supervision of the HIV Program Manager, the Programme Management Senior Officer - (Public Health), shall be responsible for assisting in the management and coordination of the Global Fund HIV grants.

• Supporting the design, implementation and coordination of HIV prevention, care and support, control and treatment activities. 

• He/she is expected to 

  • To summarize the results of previous implementation periods and presented to the Program Manager for designing the next period program. 

  • To have regular contacts with all the implementing partners and ensure timely submission of implementation status.

  • To support the coordination mechanism between PR and the SRs by organizing various coordination meetings such as bi-monthly meeting, quarterly meetings.

  • To ensure robust development of procurement plans, release of supplies, approvals from the concerned officers through the Program Manager. 

• In coordination with the Program Manager, conduct the day-to-day management of the HIV grant and in communication with Sub-recipients (SRs). He/she is expected to have a regular face-to-face, virtual and telephonic contacts with the SRs.

• In collaboration with the Program Manager, reviewing  HIV work plans and reports submitted by SRs and other implementing partners, ensuring that these are technically sound and in line with the policies and strategies of the National Programme and funding agency, and ensuring gender mainstreaming as appropriate.

• Assist the Program Manager by providing essential inputs in the drafting of donor reports, cash forecasts, re-planning and reinvestment exercises related to the HIV grant

• Assist in the routine monitoring of grant progress, tracking all activities, results and implementation costs against the approved work plans to ensure that the activities supported by the grant are implemented effectively and efficiently and adjusted as needed to reflect changes in the National Programme priorities as agreed to with the Global Fund. 

• Coordinate with SRs in the reprogramming and reinvestment exercises related to the HIV grant and negotiations with the Global Fund, when required or as needed

• Assist in following-up with SRs and implementing partners  on recommendations and management actions that needed to be carried out based on recommendations from the donor, local fund agent and/or audit firms

• Attend relevant technical and coordination meetings, under the guidance of the Program Manager; develop and maintain professional relations with stakeholders.

• Promote information sharing and apply knowledge of relevant issues impacting public health, particularly in the context of HIV prevention and control

• Work closely with the HIV M&E Specialist to track and assess the progress and impact of the HIV grant

• Ensure that Global Fund standards and protocols are adhered to by UNOPS’ partner agencies and SRs

• Coordinate and manage training/capacity building activities for SRs as needed

•  Provide continuous hands-on support to National AIDS Programme (NAP) and SRs in the development and tracking of budgets, work plans, forecasting and quantification, reprogramming, reporting, risk assessment, preparation of TORs, and other programme-related matters

a. Education 

• A medical degree or master’s degree in public health, epidemiology, health economics, health management, health social science, public administration, social science or other related discipline is required.

• Bachelor’s degree in one of the above fields combined with additional two years of relevant experience to the above responsibilities may be accepted in lieu of a master’s degree.

b. Experience

• Minimum of two years professional experience in public health preferably related to the prevention, treatment, care and support of HIV. 

• Professional project, Programme, grant or financial management experience is desirable.

• Professional experience working with government departments, local government, NGOs, INGOs, development partners and/or donors would be an asset.

• Willingness and ability to undertake field visits under difficult or challenging conditions is required.

• Experience in the usage of computers and office software packages is required.

• Experience in the usage of G Suite is required . 

• Sound knowledge of UNOPS and the Global Fund rules and regulations is considered an asset. 

• Full working knowledge in written and oral English and fluency in Myanmar language required.

• Knowledge of another official UNOPS language is an asset.

Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
