Roles and Responsibilities
The Facilitator directly supports the Partnership’s two Government Focal Points, serving as the liaison between the Government, the NDC Partnership Support Unit, and implementing and development partners in the country and region. This position involves working with the country to refine its priorities and support needs (as reflected in NDC Implementation Plan) and coordinate and monitor the implementation of the Plan at country level. The In-Country Facilitator will also liaise with the Support Unit to exchange key information to further the engagement in the country, participate in country or regional events and contribute to and/or access knowledge services.
This is a full-time position based in Saint Kitts and Nevis for 1 year, with possible extension (2 years total) depending on performance and on availability of funds. Presence in SKN is a requirement for this position. The consultant must be able to execute this assignment in-person on both islands, Saint Christopher and Nevis, and shall be required to travel as needed. The consultant will need to bring his/her own laptop to the duty station. The candidate must have Saint Kitts and Nevis nationality or a valid work permit in the country.
The following responsibilities are part of the Facilitator role in Saint Kitts and Nevis:
Facilitation, Coordination and Tracking of NDC Implementation

Coordinate with partners regarding existing and potential support offers for the NDC Implementation Plan

Maintain communication with key stakeholders, including supporting the convening of regular partner and inter-ministerial/sectoral coordination meetings

Regularly monitor and update the NDC Partnership Plan, including by updating in the Online Partnership Plan Tool (OPPT) on a quarterly basis

Support the costing exercise of NDC Implementation Plan and facilitate follow-up actions
Resource Mobilization and Partner/Donor Outreach for NDC implementation
Support governmental and inter-ministerial coordination

Assist NCCC meetings and provide technical support regarding St Kitts and Nevis’ NDC and Implementation Plan

Strengthen sectoral coordination through regular coordination with Sectoral Leads (as indicated in the NDC Implementation Plan)

Strengthen engagement with key stakeholders in Nevis
Engagement of non-governmental stakeholders
Capacity Building

Execute the Capacity Development Plan for NDC-related capacity building trainings for government officials

Organize targeted trainings on the NDC Implementation Plan and the OPPT for relevant Government actors and partners
Support integration of the NDC Implementation Plan into the Public Sector Investment Programme

Provide submissions of project concepts and proposals that are aligned with the NDC targets as required by the government of St. Kitts and Nevis

Facilitate sensitization meetings with sectoral leads regarding: (i) inclusion of NDC actions into their sectoral programming; and (ii) inclusion of NDC actions into PSIP submissions.
Administrative

Produce quarterly reports on progress made on NDC implementation in St Kitts and Nevis, providing a snapshot of engagement, challenges and next steps

Continuously track progress against Work Plan and conduct quarterly progress reviews/evaluations with Focal Points and Support Unit

Maintain consistent communication with Focal Points and Support Unit staff regarding progress and challenges related to Facilitator outputs and deliverables

Participate in structured discussions with Focal Points and Support Unit staff to provide work progress updates and to address questions or concerns
