Project Information:

UNOPS activities range from tailor-made administration, operations, human resources and logistics support for implementation of development and humanitarian projects; infrastructure and procurement management services; and advisory services to partners to facilitate effective procurement, supply and financial management. The Project Manager will be responsible for overseeing the Procurement, HR, overall Operations and Fund Management of the project. The duty station is Tripoli, Libya.

One of the greater issues in Libya is that many municipalities are affected, and by extension its inhabitants, by poor waste management, or rather lack thereof. The overall objective of the project is to contribute to improve environmental conditions and community resilience in the ‘Greater Tripoli’ area by paving the way for a decreased generation of plastic waste, reduced abandonment of waste in urban and natural environments and increased economic valorisation of waste. The Project Manager is responsible for the day-to-day operations of the project(s) and provides services to the different donors, partners and beneficiaries. He/she is expected to meet and exceed the organization's performance and delivery goals.

Local Context:

UNOPS has been active in Libya since 2017, conducting various projects in collaboration with the Libyan authorities and the Donors community. UNOPS works closely with all UN agencies in the country and with the support of the UN Political Mission, UNSMIL. This is a non-family duty station. UNOPS personnel are located at the UNSMIL Compound in Janzour, in the outskirts of Tripoli, to the West.

The project requests a close collaboration with the Ministry of Local Government and other Ministries as well, depending on the activities to be conducted. The project also aims to focus on engaging communities, private businesses and local authorities to promote collection, recycling and re-introduction of high-quality plastic that will be recycled into new products, Then, a close collaboration with the local communities is key to the project’s success.
