SDG Acceleration Project is designed to contribute to increased accountability, transparency, inclusiveness, gender-responsiveness, efficiency and effectiveness of local governments in Montenegro, by introducing or enhancing the functioning and delivery of eGovernance and eServices at local level. The intervention would comprise the following deliverables:
- Assessment on the needs/priorities on introducing eGovernance and eServices
- Capacity building of national institutions to support the implementation of eGovernance and eServices at the local level
- Technical Support for establishing local eGovernance system in selected LSGs
- Capacity building of LSGs for eGovernance and eServices
The intervention was designed in consultation with the beneficiary institutions, primarily the Ministry of Public Administration. It will build capability at the national and local levels for "digitalisation" of local administration, provide a road map for long term actions in this field, and generate immediate improvements through introduction of eGovernance and eServices that will benefit citizens, with particular focus on Left Behind (LB) groups. Along with leaning on the UNOPS local experience and best practices, it will entail piloting of the ITU’s GovStack - an initiative standing as a holistic digital infrastructure uniquely tailored to empower governments.
The Project is funded by the UN SDG Acceleration Fund and the Ministry of Public Administration and will last two years. It will be implemented in partnership with the International Telecommunication Union - ITU.
