The OQ’s Rule of Law Team works closely with the parties, bridging between them as appropriate, in pursuit of a comprehensive and coordinated approach to its work in the area of Rule of Law, Governance and Security focusing on three mutually reinforcing objectives:

Strengthening the Justice Sector

Strengthening the Security Sector

Improving fiscal and financial stability of the Palestinian Authority (PA)
The work is of a highly confidential nature and the RoL Director must maintain the highest standards of confidentiality.
Working under the supervision of the HoM/DHoM and in close collaboration with the Director of Finance as well as other directors, the RoL Director will be responsible for the following deliverables:

Provide high level advcice on the OQ’s Rule of Law work programme in the areas of justice, security, governance and fiscal stability, in accordance with the objectives set out in the OQ strategy.

Managing the OQ’s Rule of Law team, including, but not limited to, planning, supervising, reporting and evaluating the team and their work.

Maintaining a strategic and policy focus on the sector, including relevant analytic political, security and economic metrics.

Monitoring, investigating, assessing and reporting on relevant policies, actions or activities that relate to the PA economic, security, governance and justice sectors.

Facilitatingsenior stakeholders in the Palestinian Authority (PA), Government of Israel (GoI), the international community and the private sector in respect of developing and implementation of Rule of Law initiatives.

Facilitating Palestinian-Israeli cooperation as appropriate in the economic, security, governance and justice sectors, including providing support in the negotiations with the parties and brokering agreements between the parties.

Ensuring effective coordination with other international organizations, missions, and donors working on economic, security and rule of law reform and development for the PA to promote identified objectives.

Contributing to the integrated planning, action and strategy of the OQ.

Working with and supporting other teams at the OQ to ensure a comprehensive and coordinated approach to multi-sector issues.
The role represents a senior leadership position within the OQ, requiring exposure to a wide range of stakeholders in the political, technical and diplomatic communities, including government Ministers, Ambassadors, and senior members of the security establishment. The successful candidate will have the opportunity to lead a work programme central to the advancement of Palestinian economic and institutional development and empowerment, working within a challenging and rewarding environment.
All these deliverables are to be reached in close coordination and cooperation with the HoM, DHOM , DFO and wider OQ team.
