UNOPS has been selected as one of the main implementing partners on a new peace programme in the Democratic Republic of the Congo (DRC). Together with the Congolese government, KfW supports the "Peace Fund" to help stabilize and bring peace to the country. The bilateral programme "Fund for Peacebuilding - FCP1 ", which has been supported by the German Government through the KfW Development Bank since 2007, is intended to help promote lasting peace, particularly in the eastern DRC. To this end, the Fund shall support rapid and visible improvements in living conditions and job creation, mainly through labor-intensive infrastructure measures identified in a participatory way, as well as accompanying social measures. The Peace Fund is currently an open programme with two components: the FCP III (Fonds pour la Consolidation de la Paix) for the eastern Congolese provinces of Ituri, North Kivu and South Kivu, and a smaller component PVJ (Prévention de la Violence Juvénile) for the capital province of Kinshasa.

The overall objective, target groups and basic structure as an open programme have remained the same over the 15 years of the programme. The Fund's goal from the outset has been to provide a rapid and visible peace dividend through various labor-intensive infrastructure measures, thereby contributing to peace-building and poverty reduction. The target group was the poorest people in conflict and violence-ridden regions of the DRC, in particular in the east of the country. The Fund has always been an open, multi-sectoral programme where individual projects in different areas have been selected on the basis of fixed criteria. The Peace Fund has evolved in the three phases, adapted in each case on the basis of experience gained and new requirements.

The project rationale is centered around supporting the peace efforts and initiatives in Eastern DRC through social infrastructures in order to 1. Facilitate access to social services and economic opportunities for the beneficiaries and 2. Use the infrastructure as a way to build and/or reinforce peace and social cohesion within communities and regions, which will ultimately provide further economic and social opportunities for the targeted regions.

The project main  objectives are to stabilize and promote lasting peace in the DRC and ultimately reduce poverty through: 

  • Build social infrastructure as a means to enhance the living conditions of targeted population in Eastern DRC and Kinshasa (access to social services and job creation with HIMO)

  • Reinforce social cohesion and dialogue in target communities and among people groups through the construction/rehabilitation of the infrastructure 

The project outputs are:

Component I : Result 1 : Social Infrastructures  that are functioning with social services reestablished; 

Result 2 : Economic Infrastructures économiques that are functioning ;

Result 3 : Productive Sectors strengthened

Component II : Result 4 :  Sensitization of the interventions to conflict dynamics assured
