Austria Multi-Country Office

The Austria Multi-Country Office (AUMCO) was set up in August 2019 as a part of the UNOPS Europe & Central Asia Region (ECR). Specifically, AUMCO aims to enable achievement of Agenda 2030 and the Paris Agreement through global programmes and tailored interventions in the Balkans, South Caucasus, and Central Asia, focused on:

  • Infrastructure

  • Procurement

  • Project Management (full service, back on track)

  • HR and Transactional Services

  • Grants Management

  • Technical and Advisory Services 

Country Context

UNOPS is partnering with the Government of Turkiye, UN Country Team and development partners to provide support in the area of earthquake recovery through its infrastructure and project management services, in the areas affected by the February 2023 earthquakes, as well as other regions where the displaced populations reside. Based on the assessments conducted by UNOPS in collaboration with UN partners, this includes construction of public buildings and facilities, including shelters for vulnerable groups. 

The incumbent will be overseeing a project team that is composed of engineering resources, including site engineers, as well as project support and operations functions. Additional support in terms of Procurement, HR, Finance and Communications will be provided through the Austria Multi-Country Office (AUMCO).  

Foreseen projects are expected to include the design, construction management and handover of various sites across the country in collaboration with respective local and international service providers, with each project lasting around 36 months including the applicable Defects Notification Period (DNP).  The appropriate furniture and equipment will also need to be sourced by UNOPS under the respective projects.

Award of a contract for this vacancy is subject to the finalisation and signing of the appropriate project agreements with UNOPS’ donors and partners.

Job Specific

Under the oversight and general direction of the AUMCO Head of Programme, and overall guidance from the AUMCO Director, the Senior Project Manager is responsible for the day-to-day operations of the project and provides services to the respective donors, partners and beneficiaries. The Senior Project Manager acts on behalf of the Project Board to manage the project on an ongoing basis during the Implementation Stage. The main responsibility of a Senior Project Manager  is to ensure that the project outputs are delivered within the specified project tolerances of time, cost, quality, scope, risk and benefits. He/she is expected to meet the organisation’s performance and delivery goals.

The Senior Project Manager  has the authority to assign, as per the Project Plan, work packages to Team Managers and approve deliverables produced by them.

The Senior Project Manager  is responsible for creating the Implementation Plan, using the Project Initiation Document (PID), Legal Agreement and having a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders, to ensure the project(s) outputs are capable of meeting the business cases for both UNOPS and the partner(s). Success of the project(s) and hence of the Senior Project Manager will be based on the defined Success Criteria.
