UNOPS Horn of Africa Multi-Country Office is recruiting for this position: Procurement Officer based in Port Sudan, Sudan.
Established in 2009, Ethiopia Multi-country office, now referred to as the Horn of Africa Multi-Country Office (HAMCO) manages a growing portfolio of engagements, including associated strategic and operational risks within the region. The HAMCO sub-region currently consists of an established Operation Centre in Addis Ababa which manages a portfolio of engagements in four (4) Horn of Africa countries (Ethiopia, Djibouti, Sudan and South Sudan). HAMCO focuses on Infrastructure, Procurement, Project Management, HR and Transactional Services, and Fund Management services across a wide range of sectors including Health, Education, Agriculture, Resilient infrastructure, among others. Our goal is to support countries, help people in need and enable our partners through delivering on our mandate of infrastructure, procurement and project management in the countries in the Horn of Africa.
Under the guidance and direct supervision of the Country Manager and the Technical supervision of HAMCO Procurement Specialist, the Procurement Officer is responsible for making sure that requests of various clients and partners, including UNOPS projects and project managers, are serviced in a quality and timely manner. Most of these requests will relate to infrastructure/works projects, as well as procurement of goods and services required for effective office management and project implementation. Accordingly, the incumbent will be expected to manage and ensure the provision of efficient and timely procurement and contract administration support to various clients in Sudan, as well as other Multi-Country Office locations, as required.
Overall, the incumbent is responsible for effective delivery of procurement services in order to obtain the best value for money. The incumbent analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement. The incumbent with the supervisor is expected to promote a collaborative, client-focused, quality and results-oriented approach in the Unit.
The incumbent will be expected to work in close collaboration with the HAMCO operations Support and programme units, UNOPS Regional Office and HQ staff, and government officials and relevant and clients
