Mechanical Engineer Technician - Specialist (Retainer)

UNOPS Horn of Africa Multi-Country Office is recruiting for this position  through a Desk Review process- Mechanical Engineer Technician - Specialist (Retainer) based in Port Sudan, Sudan with with travel to project sites

Under the direct supervision of the Project Manager, the Mechanical Engineer Technician - Specialist is responsible for the following duties:

1. General Construction
2. Feasibility/Needs Assessment
3. Design Development
4. Construction Supervision
5. Knowledge Management

• Plan and coordinate work activities with the Project Manager or Infrastructure Team Lead.
• Contribute to the development, implementation, monitoring, and updating of project plans and strategies to ensure delivery within scope, budget, and time.
• Provide expert opinion/advice to the Project Manager on all engineering issues, particularly mechanical works, including the design of water supply systems, pumping systems, ventilation and air conditioning systems, plumbing systems, sanitation systems, etc.
• Supervise project work progress and quality to ensure on-time project delivery.

• Complete needs assessments and manage the review of requests for new construction and rehabilitation works specific to mechanical items related to power, air conditioning systems, water supply, and sanitation systems.
• Carry out assessments and prepare reports with recommendations for follow-up actions within the area of expertise.
• Draft the tender dossier, with particular focus on technical documents (drawings, BoQs, technical specifications, and standards for electromechanical systems, water supply and sanitation, pumping systems, generators, plumbing systems, etc.).

• Applying technical expertise and professional experience, the Mechanical Engineer will support projects by providing guidance in the design development of electro-mechanical works to achieve technical objectives. The mechanical works will include community water supply systems, sanitation, pumping systems, generators, plumbing systems, and ventilation and air conditioning systems.
• Review mechanical design drawings, technical specifications, and BoQs in terms of accuracy and suitability to overall design requirements. Identify areas where designs do not comply with minimum codes and standards, and provide practical guidance for improvement.
• Outline design requirements (e.g., timeline) to procure design services, including concept, preliminary, and final stages where applicable.
• Prepare mechanical design calculations for projects to be developed by the UNOPS design team in the field offices and within the Hub.
• Prepare mechanical design drawings, specifications, and BoQs for projects by the UNOPS design team in the field offices and within the Hub.
• Support the procurement team with technical guidance in the preparation of tender documentation and bid analysis where required.

• Provide input on specific mechanical works during construction and/or installation, as per the contractual provisions and design specifications.
• Ensure quantity/quality control and consistency with the time schedule.
• Verify that works are consistent with the project technical specifications and promptly inform of any deviations where required.
• Monitor project work progress and quality to ensure on-time delivery.
• Ensure compliance with Health and Safety procedures on site and report any irregularities.

• Provide training and technology transfer to national personnel and contractor personnel, advising on good construction practices, environmental management practices, and appropriate health and safety standards during the design development and implementation stages.
• Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building.

3. Contract duration: One Year (not more than 180 days)

Terms and Conditions 

• For staff positions only, UNOPS reserves the right to appoint a candidate at a lower level than the advertised level of the post. 

• For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete)  in your own time, before providing services to UNOPS. Refreshers or new mandatory courses may be required during your contract. Please note that you will not receive any compensation for taking courses and refreshers.
