Program Management Specialist

UNOPS’s main focus will be to manage the administrative and financial procedures required to reach the project objectives by NGO partners. in addition, the programme officer will develop and enforce management tools to track progress, manage risks, and enhance inter-departmental accountability within the technical secretariat.

The Program Management Specialist will report to the Principal Coordinator of the Stabilization Support Unit on the daily instructions, notices and guidelines and to the UNOPS Project Manager for administrative purposes and monitoring of outcomes and deliverables referred to the Job description and will be responsible for the overall management of the Stabilization Coherence Fund’s projects & programmes within the Technical Secretariat. The results and deliverables of the person recruited for the Technical Secretariat as Program Management Specialist will be as follows:

- A bachelor’s degree in these areas with 7 years of relevant experience is considered as equivalent. 

- A minimum of at least 5 years of progressive and responsible programme implementation and management is required. 

- ∙Experience of managing government and donor relations while working for an international organization or related experience is required

- Demonstrable project management and fiduciary management skills are required.

- Experience in fund management or grant management is required

- Prior experience in supporting or managing implementation of multi-donor fund supported projects would be a strong asset

- Prior related experience in the UN system is an asset

- Experience in the usage of computers and in office software packages is required

Terms and Conditions 

• For staff positions only, UNOPS reserves the right to appoint a candidate at a lower level than the advertised level of the post. 

• For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete)  in your own time, before providing services to UNOPS. Refreshers or new mandatory courses may be required during your contract. Please note that you will not receive any compensation for taking courses and refreshers. Located in Kinshasa, DRC the UNOPS Hub in Central Africa covers fifteen countries, including DRC. The office has developed strong working relations with international partners, UN agencies including UN Missions and Governments across Central Africa over the years. It provides technical support and capacity building in strategic development areas including infrastructure rehabilitation and development across health, education, public works, governance/public administration sectors, procurement, project management, amongst others.
