South East Asia Multi-Country Office (EAPMCO)

The South East Asia and Pacific Multi Country Office (EAPMCO) supports, develops and oversees the UNOPS portfolio of projects in South East Asia and the Pacific. EAPMCO was established in January 2023 following the merger of the Thailand Multi-Country Office, which covered 20 countries across North East Asia, South East Asia and the Pacific, and the Cambodia Multi-Country Office, which covered 4 countries South East Asia - 3 countries in the Mekong Sub-region (Cambodia, Lao PDR and Vietnam) and the Philippines. EAPMCO currently covers 24 countries across North East Asia, South East Asia and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises nine business units: EAPMCO Thailand, EAPMCO Indonesia, EAPMCO Pacific Operations Cluster, EAPMCO Papua New Guinea, EAPMCO China, EAPMCO Vietnam, EAPMCO Mekong, and EAPMCO Philippines.

In 2024, the UNOPS EAPMCO implemented projects worth more than USD 80 million, in the areas of Energy Transition, Digital Transformations, Sustainable Environmental Management, Climate Change, Waste Management, Rule of Law and Access to Justice, Water, Sanitation and Hygiene (WASH), Post Conflict Reintegration, Emergency Relief, Post COVID19 Economic Transformations, and Health, through HR, procurement, construction, contract management, fund and program management services.

The Multi Country Office head office in Bangkok provides strategic direction, operational support, delivery oversight and assurance of the excellence of business processes and quality standards across all of the entire Multi Country Office locations. It is also responsible for developing, delivering and managing the portfolio of engagements in the country of the MCO location itself.

UNOPS in Papua New Guinea

The EAPMCO Papua New Guinea was established in early 2020 to support the implementation of design and construction of infrastructure, sustainable procurement, capacity development to support technical and governance excellence, programme management, and to facilitate access to funding sources in Papua New Guinea.

As an established office since 2022, EAPMCO PNG is demonstrating significant growth and portfolio diversification potential in a short period of time. Working with an increasing number of development partners, in 2023 EAPMCO PNG is quickly being recognised as a responsive and quality partner in climate change resilient infrastructure, sustainable procurement and governance support to the Government of PNG in its service delivery obligations to the people. There are a number of projects currently in the pipeline which will expand the portfolio of existing projects for the office.

Project Background:

The PNG WASH Project is a EU funded initiative jointly implemented by the United Nations Children’s Fund (UNICEF) as the lead implementing partner and the United Nations Office for Project Services (UNOPS) as a technical implementing partner. In line with the PNG National Water, Sanitation and Hygiene Policy (WaSH) 2015 - 2030, the proposed Action aims to contribute towards improving the quality of life of Papua New Guineans through increased access to and utilization of safe, adequate and sustainable water supply, sanitation and improved hygiene practices in locations with high population concentrations (hospitals, schools, and major market places). The Action aims for: increased equitable access to safe, convenient and sustainable water supply and sanitation and improved hygiene practices; as well as long-term hygiene behavior change at the personal, household, community and institutional levels particular to urban areas that are currently under-served, in line with the national WASH policy.

The project specific objectives are (1): Improved equitable access to safe and affordable drinking water in selected urban areas, focusing on vulnerable groups and locations of higher human concentration (schools, healthcare facilities, markets) and (2): Improved adequate and equitable sanitation and hygiene in selected urban areas, with a special focus on locations of higher human concentrations (schools, healthcare facilities, markets) and paying special attention to the needs of women and girls and those in vulnerable situations, including improved nutrition for children in schools.

The project complements the EU and UNICEF’s ongoing WaSH work under the WaSH-1 project, and COVID-19 response. This present Action (WaSH - Part II) has been designed to develop new water and sanitation services in the Banz Town that reiterate sustainability of results, currently being implemented by the EU and UNICEF, further consolidating WaSH related interventions expanded on a wider scale

Construction Management Engineer role

The Construction Management Engineer (Construction Supervisor) will report to the Project Manager and work collaboratively with the designated UNOPS Engineers and be responsible for overseeing the construction phase of the Supply, Installation and Construction of Banz Town Piped Water Supply and Water Treatment Facility in Jiwaka Province, Papua New Guinea.. He or she will also be responsible for coordinating the testing and commissioning of the water treatment facility. This role involves providing technical support, ensuring quality and timely project delivery, and maintaining compliance with project design standards and regulations.

1.Construction Supervision and Management

Oversee construction activities in the project which include construction of a pump house at the water treatment plant which is fully equipped with chlorine-dosing system and transfer pumps, construction of borehole sheds equipped with borepumps and controls, construction of a staff house, site office, water storage tanks and reticulation pipeline network. The role also includes supervision of Solar PV System installation works and final testing and commissioning of the whole system, including training activities.
In line with UNOPS guidelines and processes, implement and maintain quality assurance/quality control (QA/QC) procedures, including stage testing, verification, and documentation.
Monitor construction progress, ensuring adherence to project schedule, budget, and quality standards.
Verify and monitor contractor compliance with project Health, Safety, Environmental and Social requirements.
As per the Project Manager’s request, conduct inspections to assess the quality of workmanship and compliance with project specifications.
Verify contractor compliance with project requirements (e.g., bill of quantities, specifications, drawings, and any other contractual obligations) and manage necessary inspections and approvals.
Prepare and maintain detailed progress reports, including photographs and documentation.

2. Reporting

Prepare and submit comprehensive site progress reports to the Project Manager.
Participate in site coordination meetings and prepare meeting minutes.
Conduct quantity surveys and prepare progress payment recommendations.
Manage project documentation, including permits, inspections, and correspondence.

3.Knowledge Management and Sharing

Provide support in documenting project challenges and lessons learned.
Contribute to knowledge transfer and training of project team members.
Adhere to UNOPS construction and engineering best practices, environmental management standards, and health and safety regulations.
Participate in relevant communities of practice and share project experiences.

4. Monitoring and Progress Control

Track project schedule and identify potential delays or risks.
Monitor site activities, including materials, labor, and equipment.

5. Others

Management of the vehicle assigned to the project for business use; ensuring safe operation and maintenance of the project vehicle in accordance with UNOPS SOP, and in coordination with the Admin / transport focal point based in Port Moresby.
