 The UNOPS Somalia Programme (hereinafter referred to as the "Programme") is based on the Government led New Deal architecture, National Development Plan and UNOPS’ mandate in infrastructure, procurement and project management. Multiple project managers are working in close partnership with Government and development partners to deliver a diverse portfolio that combines research and assessment work, engineering and other project design, procurement of works and services as well as construction and logistics/supply chain operations management. The Somalia programme pays specific attention to national institutional capacity support and development.

The Head of Programme reports directly to the Country Director. Somalia who provides direction and general supervision. The Head of Programme leads, guides & supports all Somalia programme/project development, planning, project coordination (PMs and Project Teams), assurance & delivery in close coordination/collaboration with the Support Services and Partnership Development functions. S/he is responsible for managing all stages of delivery/implementation to achieve results (significantly improve delivery & quality) in the area/s of responsibility. The role contributes, as part of the Hub team, to the development and implementation of strategies to enhance the competencies and position of UNOPS in sustainable project management and services to relevant stakeholders. In the KEOH context the Head of Programme works closely with the Hub Strategic Management Office (SMO) which provides overall hub governance including the maturity framework.
