Compliance Officer

• Develops, initiates, maintains, and revises policies and procedures for the ICT Compliance Program and its related activities.
• Collaborates with other departments (e.g., Security and Operation Resilience, OIOS and Information Management Unit) and provide assistance to senior manager to respond audit related queries to direct compliance issues to appropriate channels.
• Identifies potential areas of compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.
• Draft ICT risk assessment reports based on findings from the assessment activities
• Review or/and draft the templates related to Security and OR assessments.
• Institutes and maintains an effective compliance communication program for the organization, including promoting the awareness of organizational policies, guidelines and Technical procedures.
• Enforcing policies and procedures through automated platform by a) translating policies to measurable indecators, b) collecting the periodic information, c) performing qualitative and quantitive analysis, d) performing gap analysis, and e) generating reports for the management.
• Monitors the performance of the Compliance Program and relates activities on a continuing basis, taking appropriate steps to improve its effectiveness.
• Client presentation to both technical and administrative audiences
• Perform other duties as required 

Education:

Master’s degree in Information Systems, Computer Science or Engineering  or related field or Bachelor’s degree in Information Systems, Computer Science or Engineering or related field, with equivalent work experience

Qualifications:

Must Have:

• A minimum of 5 years of professional experience in information technology, project. Management and/or in developing, maintaining and revising the ICT policies, guidelines, technical procedure and SOPs.

Desirable:

• Project Management Certification such as Prince2/PMP, and CISA.
• Working knowledge of ICT Security  and Disaster Recovery best practices, information security and risk control frameworks such as ISO 27001, ISO 31000;

• Experience in Information and Communication Technology (ICT) operation and infrastructure field at the international level in the public/private sector and/or field missions.

• Diverse knowledge of technologies and methodologies in use by the UN, such as industry standard business analysis tools and enterprise resource planning systems, as well as a strong understanding of compliance management and related approaches, is highly desirable.

Based in Geneva, the Europe and Central Asia Regional Office (ECR) supports UNOPS offices throughout the region through: management, financial and programmatic oversight of global and country-specific portfolios, clusters and operations centres, including hosting services; fund and management advisory services; project implementation; procuring goods and services; and managing human resources.

ECR ensures that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated between business units and projects across the entire region.

ECR operates global portfolios from offices in Geneva, Brussels and New York, and country-specific programmes from its operations and project centres located in Eastern Europe and Central Asian countries.

Based in the New York, the UNOPS Development Group Cluster supports diverse partners with their peacebuilding, humanitarian and development operations. For example, within the United Nations Development Programme, the Cluster works with the Bureau for Policy and Programme Support and the Office of South-South Cooperation.

The cluster also supports the United Nations Secretariat, as well as a broadening community of other New York-based United Nations organizations in the delivery of project management and implementation services
