Procurement Analyst

The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world.  Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.  With over 8,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, where they need it.  By implementing around 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments.

 In response to the request of the Government of Ukraine and further to the meeting between the President of Ukraine and UNOPS Executive Director on 15 May 2016 the United Nations Office for Project Services concluded an Agreement between the Government of Ukraine and the UNOPS on the opening of the UNOPS Office in Ukraine. The Agreement was signed on 22 November 2016.

 According to the Agreement the UNOPS Office in Ukraine is to provide a broad spectrum of services to the Government and people of Ukraine including but not limited to procurement, contracting, recruitment and administration, implementation of technical assistance, humanitarian and investment projects that are funded by the Government, international organizations, local communities, foreign governments and non-for-profit organizations, international financial institutions, UN Agencies and alike.

 Under the guidance and direct supervision of the Deputy Head of Office/Head of Operations, the Procurement Associate is a team member of the UNOPSOffice in Ukraine, responsible for an effective delivery of procurement services to obtain the best value for money. He/she interprets and applies procurement and financial policies of the Organization in the best interest of the latter and to the satisfaction of a client. He/she provides solutions to a wide spectrum of complex issues related to procurement. The Procurement Associate promotes a collaborative, client-focused, quality and results-oriented approach in his/her work.

 The Procurement Associate works in close collaboration with the Operations, Programme and project teams in the UNOPS Representative Office in Ukraine, UNOPS HQs staff and Government officials to successfully deliver procurement services.

1.            Ensures implementation of operational strategies focusing on achievement of the following results:

• Full compliance of procurement activities with UNOPS rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of a client-oriented procurement management system.
• UNOPS Office in Ukraine procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the Procurement Unit.
• Analysis of requirements and synthesis of proposals for cost-saving and reduction strategies.
• implementation of contract strategy in the UNOPS Office in Ukraine, including tendering processes and evaluation, contractor appraisal, managing the contract and contractor, legal considerations and payment conditions, risk assessment.
• Implementation of the strategic procurement in the UNOPS Office in Ukraine, including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement.

2.            Manages and guides procurement processes for UNOPS Office in Ukraine, projects, and at the request of other Agencies focusing on achievement of the following results:

• Timely and duly prepared procurement plans for the office and projects and monitoring of their implementation.
• Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNOPS rules and regulation.
• Review and certification of submissions to the Contract and Procurement Committee and Advisory Committee on Procurement
• Management of procurement contracts.
• Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
• Preparation of cost-recovery bills in OneUNOPS for procurement services provided by UNOPS to other Agencies.

3.            Ensures introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:

• Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms.
• Management of e-procurement module.

4.            Ensures facilitation of knowledge building and knowledge sharing in the UNOPS Representative Office in Ukraine, focusing on achievement of the following results:

• Organization of trainings for the projects staff on Procurement.
• Synthesis of lessons learnt and best practices in Procurement.
• Contributions to knowledge networks and communities of practice.

5.            Performs other related duties as required.

Master’s Degree or equivalent in Business Administration,

Public Administration, Finance, Economics or related field.

A first-level university degree in combination with required

qualifying experience may be accepted in lieu of the advanced

university degree.

Minimum of 2 years (with master's degree) or 4 years (with bachelor's degree)  of relevant experience at the national or international level in procurement management. Experience in the usage of computers and office software packages (MS Office) required. 

Procurement Certification desired.
