Established
in 2009, UNOPS Ethiopia Office has been providing services to various partners,
including the government of Ethiopia, UN agencies such as WHO, UNHCR and WFP,
and other international organizations. In 2014, the UNOPS Executive Director
decided to establish the UNOPS Ethiopia Operational Hub (ETOH), which manages
and coordinates the UNOPS activities in Ethiopia, as well as Sudan and Djibouti.
UNOPS ETOH
activities range from tailor-made administration, operations, human resources
and logistics support for implementation of development and humanitarian
projects; infrastructure and procurement management services; and advisory
services on effective procurement, supply and financial management.
From 2016,
ETOH launched a strategy to position itself as the preferred partner of choice
for development projects. As a part of this, ETOH is embarking upon various
infrastructure management projects across Ethiopia with a variety of donors and
partners. These projects range from provision of advisory and transactional
services to facilitate construction of various structures, from roads to
hospitals, and from power plants to industrial zones. All of these projects and
their sub-projects will be implemented in partnership with the Government of
Ethiopia, as well as other international and non-governmental organizations in
the country.
Under the
guidance and supervision of the OH Head of Programme, the Infrastructure Project
Manager is responsible for the day-to-day operations of the respective project(s)
and provides services to the different donors, partners and
beneficiaries. These projects are likely to be very large-scale
infrastructure projects, involving various sub-projects in different locations.
S/he is expected to meet and exceed the organizations performance and delivery
goals, in the area of infrastructure management.
Impact on Results
Overall,
the PM is expected to have immense impact on the work of UNOPS in the country
by managing and supervising the development, delivery and closure of the
respective large-scale and complex infrastructure projects and sub-projects
across the country.
The
Infrastructure Project Manager is responsible for all aspects of the project
life cycle of the respective large-scale and complex infrastructure project(s).
S/he is responsible to ensure production of project initiation documents (PID),
legal agreements, work plans, engineering plans, etc. S/he is required to
maintain a thorough understanding of the terms, conditions, and the respective
roles and responsibilities of the teams/partners/stakeholders to ensure the
project products are capable of meeting the business cases for both UNOPS and
the partners/stakeholders. S/he must be able to apply, with some degree of
independence, the below duties and responsibilities of the project success
criteria.
