Logistics Assistant

In 2015, Myanmar was affected by floods and landslides. To respond to the disaster, the Government made an international appeal for assistance and has taken own immediate measures. Given the scale of impact, several rounds of recovery were required.

In response to the Government request, IDA Immediate Response Mechanism (IRM) was activated for the Government to access up to 5 % of the undisbursed IDA investment-lending portfolio of effective projects that include an IRM contingent emergency response component. This covers 2016-2017 recovery needs of the participating ministries to facilitate the post-disaster recovery and reconstruction efforts of the Government.

Under the IDA IRM operation, UNOPS will support the Ministry of Planning and Finance (MoPF) and other line ministries identified by the Government: Ministry of Agriculture, Livestock and Irrigation, Ministry of Social Welfare, Relief and Resettlement, Ministry of Construction and Ministry of Transport and Communication (“participating ministries”) with procurement, financial management, and coordination services. 

The Logistics Assistant will be responsible for assisting and supporting the coordination of different logistics activities undertaken by UNOPS within the IRM project to ensure that client’s need are satisfactorily met.

Myanmar is one of UNOPS leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Three Millennium Development Goal Fund (3MDG), the Livelihood and Food Security Trust Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund¹s Regional Artemisinin-resistance Initiative targeting drug resistant malaria in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS Myanmar plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Under the direct supervision of the Procurement Officer, and in accordance with UNOPS policies, procedures and practices, the Logistics Assistant is responsible for performing the following duties:

• Assist the Logistics Officer in managing the Logistics component of Supply Chain, liaising with or coordinating with the client and Freight Forwarders and Transport Companies to help facilitate the smooth delivery of goods and service;
• Support the issuing of custom duty exemption documents to the custom clearing agent;
• Assist to prepare delivery notes and any other documents needed for certification purpose;
• Maintain logistics related documents and files;
• Support in drafting letters for dispatch to clients related to logistics and supply chain management;
• Prepare goods and services requisitions in order for procurement personal can issue purchase order in the system;
• Prepare necessary documents to initiate the payment process to the supplier;
• Maintain specific database of the work flow and keep all the working files and records up to date;
• Assist the logistics and procurement unit with regards to operational tasks such as delivery & receipt of goods, materials etc.;
• Assist to arrange transportation of equipment & materials to the designated location, including loading and unloading and ensure issuance of proper documentation, i.e. delivery notes, packing list, insurance etc.
• Perform other related duties as may be assigned by the supervisor.

The personnel is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Monitoring and Progress Controls

• Records of inventory/supplies’;
• Standard at which supplies are maintained and safeguarded;
• Efficiency & effectiveness in arranging transportation of supplies;
• Degree to which time is properly managed and workload managed.

Final Product

The Procurement Officer will monitor the incumbent in line with his/her assignment.

The final products will be:

• Timely customs clearance and delivery of the procured products to clients
• Client satisfaction with excellent communication channels established with clients and other stakeholders.

a.       Education

• Secondary education diploma or equivalent is required. A University degree in business administration or related fields would be an advantage and may substitute for some of the required years of experience.

b.      Work Experience

• Minimum 5 years of experience in logistics is required.
• Basic knowledge of international Logistics and Supply systems would be significant asset.
• Knowledge of UN rules and regulations, particularly UNOPS procurement procedures a great advantage.

c.       Language

• Intermediate level written and oral English and fluency in Myanmar language is required
