EAC-BKK Human Resources Solutions Section (HRSS)

As a part of UN’s global ITC strategy and capacity enhancement, the ITSC joined forces with Office of Information and Communications Technology (OICT) to become Human Resources Solutions Section (HRSS) within EAC-BKK, bringing the profound expertise and knowledge of human resources solutions and technology in the UN Secretariat to EAC-BKK.

The EAC-BKK/HRSS requires technical resources to assist development, operations and deployment of ICT Systems to achieve its mandates.

Organizational Setting and Reporting Relationships: This position is located in the Inspira Development and Support Unit under Human Resources Solutions Section, EAC-Bangkok. Under the overall supervision of UNOPS Senior Programme Manager, the incumbent reports to the Inspira Delivery Manager. Functional responsibility for this profile rests with the OICT.

Responsibilities: Within delegated authority, the Associate Information Systems Officer is responsible for the following duties:

•             Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues

•             Develops functional design, detailed design, and user documentations

•             Assigns tasks to the team members and monitors the results.

•             Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.

•             Provides guidance to, and supervise, team members.

•             Develops terms of reference documentation for team members.

•             Perform other works related duties as required.       

•             Design dashboards in Tableau for the EFMS and ERMS systems.

•             Develop dashboards for the EFMS and ERMS systems that improves the analysis of the system

•             Develop web service integrations between the various data sources for the Tableau system.

•             Perform any upgrades as required between the Tableau desktop versions and the Tableau server

•             Publish and Perform migrations as an when required to the Tableau server

• Professionalism: Experience in designing, configuring, and coding, of software programmes and applications, developing enhancements and new features to existing systems. Ability to design and implement small, stand-alone systems as needed (e.g. to meet individual user requirements). Ability to assists in designing and delivering training courses in support of business objectives in information and communications technology (ICT) to all levels of end users and ICT professionals including desktop applications and organization-specific software. Capable of providing support for gathering and assessing business information needs and preparing system requirements. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Bachelor's degree in computer science, information systems, mathematics, statistics or related field is required. Master's degree in the related field is desirable.

• At least four years of progressively responsible experience in information systems analysis and programming, systems administration and maintenance, software development, technical writing or other related area is required. With a relevant master’s degree, at least 2 years is required.

• A minimum of two years of experience in implementation and upgrade of Oracle PeopleSoft system of version 9.0 and above is required.

• A minimum of two years of hands-on technical experience in PeopleTool and PeopleCode is required.

• Strong knowledge of Oracle SQL or any database version is required.

• Knowledge of Tableau reporting tool, facts and dimensions to design a dashboard, and the Tableau integration with the various data sources is highly desirable.

Fluency in written and oral English is required. Knowledge of another United Nations official language is an advantage.

The cluster also supports the United Nations Secretariat, as well as a broadening community of other New York-based United Nations organizations in the delivery of project management and implementation services
