Buildings and Finance Analyst

UN Environment recognizes the growing need to address global environmental concerns from an urban perspective. Urban resource consumption is set to grow even faster than the urban population, and without change in the way we consume and produce things, we would need three planets to satisfy our thirst for natural resources. We therefore need to do more with less, and move to circular cities where outputs of one process become an input of another.  In order to respond to the needs of an increasingly urbanizing world, UN Environment develops tools and supports governments at all levels to promote policies and forges partnerships between public and private sector actors. In this context, the Cities Unit at UN Environment supports initiatives for the transformation and building of low-carbon, resilient and resource-efficient cities. It hosts the Global Initiative for Resource Efficient Cities (GI-REC), and the District Energy Systems, and does work on the urban-rural nexus through Sustainable Food Systems. The Unit also hosts two global platforms for building sector stakeholders: 1) The Sustainable Buildings and Construction programme of the Ten-Year Framework of Programmes for Sustainable Consumption and Production (10YFP-SBC), and 2) the Global Alliance for Buildings and Construction (GABC), launched on 4 December 2015 during the UNFCCC COP21 in Paris, France. The Cities Unit also supports the development of national mitigation actions in buildings, providing a global platform for building sector stakeholders to discuss and develop the role of sustainable buildings in combating climate change, including in sustainable social and affordable housing, and is promoting national and sub-national actions to support energy efficiency in buildings.

• Support project Manager in completing administrative requirements of the project activities of the Development of Nationally Appropriate Mitigation Actions in the Building Sector (NAMA)
• Support implementation of project activities for the UN Environment/UNDP/WRI GCF Readiness project, in collaboration with (i) project counterparts in the Philippines, (ii) UN Environment’s regional offices in Asia Pacific and Latin America, UN Environment’s Ecosystem’s Division and (iii) project implementing partners (UNDP and Frankfurt School);
• Support the development of the PPP modality and private sector engagement in the Philippines
• Assist the programme manager in the implementation of the Building Efficiency Accelerator (BEA) project, providing technical assistance to the City of Belgrade, in collaboration with the World Resources Institute and BEA global partners;
• Work closely with the project manager in identifying successor activities to existing projects, and trends and opportunities to further support country actions and readiness for climate finance, including for Green Climate Fund, and to strengthen UN Environment’s buildings/cities portfolio
• Work closely with the cities programme officer in coordinating of building and cities-related technical assistance activities, in collaboration with UN Environment initiatives and partners, including the Sustainable Energy for All Accelerator Platform, Sustainable Building and Construction Programme of the 10-Year Framework of Programmes, and the Global Alliance for Buildings and Construction;
• Work closely with programme manager in the alignment of buildings/cities and climate finance initiatives
• Support to project evaluation team and other tasks requested by the Project Coordinator

• Advanced university degree (Master’s degree or equivalent) in science or environmental science, international development, international public policy or related area

• A Bachelor degree with two additional years of relevant experience may be acceptable in lieu of the advanced degree

• At least  3  years of experience in the field of environment and/or climate policy for developing countries;
• Understanding and experience with UN Programmes and/or project activities, their development and implementation activities is an advantage.
• Experience in knowledge sharing or capacity development for developing countries is an asset. 

• Fluency in oral and written English is required
• Working knowledge of French is desired
• Knowledge of other UN language/s is an asset
