Human Resources Analyst

UNOPS Office in the Democratic Republic of Congo (DRC) serves five countries: DRC, the Republic of Congo, the Central African Republic, Gabon, and Equatorial Guinea.

The Office continuously works to expand its activities and to support its partners in implementing their programs and projects. Based in DRC since 1999, the hub has diversified and strengthened its expertise, actively contributing to the sustainable development efforts of its partners in the field. Our expertise is wide-ranging, from the rehabilitation and construction of basic infrastructures (for social and administrative services), and roads and bridges, to the procurement of goods and services, as well as project management and project support services. 

Under the overall guidance of the Head of Support Services or Operations Manager and direct supervision of the Human Resources (HR) Specialist, the HR Analyst ensures effective delivery of HR services in the Regional Office or Operations/Project Centre, ensuring high quality, accuracy and consistency of work. He/she interprets and applies HR policies, rules and regulations, implements internal procedures and provides solutions to a wide spectrum of complex HR issues. The HR Analyst promotes a collaborative, client-oriented approach consistent with UNOPS rules and regulations and contributes to the maintenance of high staff morale.

1. Provides support to the implementation of HR strategies and policies focusing on achievement of the following results:

• Full compliance of HR activities with UN rules and regulations, UNOPS policies, procedures and strategies; effective implementation of the internal control, proper design and functioning of the HR management system.
• Regional Office or Operations/Project Centre HR business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in HR management, control of the workflows in the HR Unit.
• Analysis and elaboration of proposals on the strategic approach to recruitment in the Regional Office or Operations/Project Centre, proper use of contractual modalities, forecast of the staffing needs, performance evaluation and staff career development management.

Less than 2 years of relevant experience at the national or international level in providing HR advisory services and/or managing staff and operational systems.

Fluency in written and oral English and French required. 
 Knowledge of second UN working language desirable.
