Procurement Analyst

UNOPS CDOH in Central Africa covers the DRC, CAR and RC. UNOPS CDOH based in Kinshasa, DRC has been identified as an agency in the United Nations system which can support the area of infrastructure, and humanitarian and post conflict management both horizontally and vertically. The office has developed a strong working relationship with international partners, UN agencies including UN Missions and Governments of Central Africa over the years. It provides technical support and capacity building in strategic development areas including infrastructure rehabilitation and development across health, education, public works, governance/public administration sectors; procurement, project management and sectorial advisory services; peace and security, environmental preservation and protection among others.

The distinctive activity of UNOPS CDOH in Central Africa aims at assisting government, donor and UN entities in their efforts to ensure timely and efficient implementation of their humanitarian, security/conflict resolution and development investment projects related to the reconstruction and development of the countries within the Hub.

The programme in CAR is providing implementation and transactional services in sustainable project management, infrastructure, and procurement to various partners such as MINUSCA, World Bank, and others UN agencies. In line with the activities of it programme in CAR, UNOPS is seeking qualified candidates to fill a position of Procurement Analyst.

UNOPS Office in the Democratic Republic of Congo (DRC) serves five countries: DRC, the Republic of Congo, the Central African Republic, Gabon, and Equatorial Guinea.

The Office continuously works to expand its activities and to support its partners in implementing their programs and projects. Based in DRC since 1999, the hub has diversified and strengthened its expertise, actively contributing to the sustainable development efforts of its partners in the field. Our expertise is wide-ranging, from the rehabilitation and construction of basic infrastructures (for social and administrative services), and roads and bridges, to the procurement of goods and services, as well as project management and project support services. 

Under the direct supervision and overall guidance of the Programme Manager/ Head of Office, the procurement Analyst provides support to projects in the supervision of the Procurement team and is responsible for effective delivery of Procurement services in order to obtain the best value for money. He/she analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement. The Procurement Analyst promotes a collaborative, client-focused, quality and results-oriented approach in the programme.

The Procurement Analyst works in close collaboration with the project teams, UNOPS CDOH staff and Government officials to successfully deliver procurement services.

• Ensure elaboration and implementation of proper design and functioning of a client-oriented procurement management system.
• CAR programme procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in procurement,
• Control of the procurement workflows within the programme and elaboration of operational strategies focusing on achievement of the following results:
  • Full compliance of procurement activities with UNOPS rules, regulations, policies and strategies; implementation of the effective internal control,
  • Analysis of requirements and synthesis of proposals for cost-saving and reduction strategies.
  • Synthesis of proposals and implementation of contract strategy within the programme including tendering processes and evaluation, contractor appraisal, managing the contract and contractor, legal considerations and payment conditions, risk assessment.
  • Implementation of the strategic procurement within the programme, including sourcing strategy, supplier selection and evaluation, quality
  • Management, customer relationship management, e-procurement introduction and promotion, performance measurement.
  • Proper monitoring of OneUNOPS profile registration reporting and profile management.
  • Quality assurance of overall procurement processes.

• Manages and guides procurement processes for projects, and at the request of other Agencies focusing on achievement of the following results:
  • Timely and duly prepared procurement plans for the office and projects and monitoring of their implementation.
  • Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNOPS rules and regulation.
  • Review and certification of submissions to the Contract and Procurement Committee and Advisory Committee on Procurement
  • Management of procurement contracts.
  • Implementation of the internal control system which ensures that Purchase orders are duly prepared and approved. Timely corrective actions on POs with budget check errors and other problems
  • Proper monitoring of all procurement processes.
  • Preparation of cost-recovery bills in OneUNOPS for procurement services provided by UNOPS to other Agencies.

• Ensures introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:
  • Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms
  • Management of e-procurement module.

• Ensures facilitation of knowledge building and knowledge sharing within the programme, focusing on achievement of the following results.
  • Organization of trainings for the programme/ projects staff on Procurement.
  • Synthesis of lessons learnt and best practices in Procurement.
  • Sound contributions to knowledge networks and communities of practice.

• Master’s Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field.
• A first-level university or Bachelor degree in a related field of study with an additional 2 years of relevant experience may be accepted in lieu of the Master’s Degree requirement.

• Minimum 2 years of relevant experience at the national or international level in procurement management.
• Experience in the usage of computers and office software packages (MS Office 2003 and/or newer versions)
• Experience in stabilisation, transition, post –conflict environments is an asset
• Experience with management of operations in remote locations is an asset.
