Technical Support Consultant - Roll Back Malaria (RBM)

UNOPS supports the successful implementation of its partners’ peacebuilding, humanitarian and development projects around the world. Our mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner.

Based in Geneva, the Europe and Central Asia Regional Office (ECR) supports UNOPS offices throughout the region through management, financial and programmatic oversight of global and country-specific portfolios, clusters and operations centers, including hosting services; fund and management advisory services; project implementation; procuring goods and services; and managing human resources.

ECR ensures that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated between business units and projects across the entire region.

The past fifteen years have seen tremendous gains in reducing the burden of disease and progressing towards malaria elimination. Between 2000 and 2015, global malaria incidence fell by 37 percent and mortality rates by 60 percent. Over 6.2 million deaths were averted, primarily among children less than five years of age. Since 1998, the Roll Back Malaria Partnership (RBM) has been central to the global fight against malaria. It has been essential to mobilizing these unprecedented resources and scaled up innovative interventions and to put the world on to a path of eliminating malaria.

The Country / Regional Support Partners Committee (CRSPC) is one of its key partnership mechanisms. The purpose of CRSPC is to implement a formal partnership mechanism to facilitate and harmonize timely support from the RBM Partnership mechanisms to achieve the set up targets.

Strategy, planning and implementation technical assistance

• Identify lessons learned from previous experience and facilitate discussions around definition of the campaign strategy: roles and responsibilities of campaign partners; quantification and allocation of LLINs to households and beneficiary identification; and methods for LLIN distribution, etc.
• Collect inputs to write the plan of action, timeline of activities and budget for mass distribution of LLINs
• Assist with the development or modification of tools for campaign implementation, such as training guides, data collection forms, training simulation exercises, supervision and monitoring checklists, etc.
• Deliberate strategies used to ensure 100% of targeted beneficiaries reached, including risk assessment and mitigation planning, independent monitoring of household registration and/or LLIN distribution and in or end process evaluations and identify any technical gaps for development of protocols and questionnaires.
• Organize the implementation of the microplanning workshops for operational planning and budgeting, as well as consolidation of the data
• Monitor the implementation during key phases of activity (e.g. training, household registration, LLIN distribution)

Logistics and in-country supply chain management technical assistance

• Support NMCP and partners with refining the logistics and supply chain management strategy: roles and responsibilities of campaign partners, quantification of macro storage and transport requirements, human resources, and methods for LLIN distribution, logistics implications of campaign strategy and planning.
• Participate with preparing the logistics plan of action, timeline and budget, as well as supporting documents regarding warehousing, transport, and security of LLINs, budgeting, and overall supply chain management;
• Finalize logistics tools for campaign implementation, such as training guides, logistics tracking tools, training simulation exercises, supervision and monitoring checklists, etc.
• Assist with the identification of strategies to ensure 100% LLIN accountability, including risk assessment and mitigation planning for each stage of the campaign and each level of the supply chain.
• Participate in the implementation during key phases of activity (e.g. LLIN reception, logistics training, warehouse assessments, LLIN transport, LLIN distribution)

Social and behaviour change communication technical assistance

• Assist with the development and write up of the comprehensive communication plan including a communication, advocacy and social mobilization plan of action, timeline, and budget for a campaign’s pre- distribution, distribution and post-distribution phases.
• Assist with the finalization of messages around household registration, procedures for net pick up, and the acceptable uses and/or disposal of expired nets, as well as the disposal of net packaging.
• Assist with the development of social mobilization strategies and other appropriate communication approaches including the use of mass media for target groups with different communication requirements, as well as the development of advocacy and engagement packages for specific audiences
• Coordinate the finalization of communication modules in a campaign’s training manual for Training of Trainers and of teaching and learning tools for training of supervisors, monitors, and implementers at regional and local levels.

Monitoring and evaluation

• Monitor the decision-making and assist in writing the monitoring and evaluation plan (either standalone or as part of the global campaign plan)
• Monitor the development of protocols and questionnaires for in process, end process, independent or rapid monitoring or post-campaign evaluation
• Coordinate the finalization of the development of data collection forms, training simulation exercises, supervision and monitoring checklists, etc.
• Assist with use of the database for the household registration and LLIN distribution, including troubleshooting over initial days of data entry to ensure that the key information can be extracted daily for programmatic actions
• Participate in independent process evaluations of campaign implementation to provide external feedback to NMCP and partners
• Participate in wrap up meetings following campaign implementation to provide final inputs to NMCP and partners for final reporting

• Master’s or Bachelor’s Degree preferably in public health, social science, public administration, business administration or related area is required.

Essential:

With master’s degree minimum 5 years and with bachelor’s degree minimum of 7 years of professional experience working on mass LLIN distribution campaigns, mass vaccination campaigns, or other large-scale health commodity delivery operations is required.

Within the above experience requirements a minimum of 3 years of experience in at least one of the core LLIN campaign areas is required:

• Strategy, planning and implementation assistance
• Logistics and in-country supply chain management
• Social and behaviour change communication
• Monitoring and evaluation

Desirable:  

• Knowledge of broader health policies and National Malaria Control Programmes
• Knowledge of the Roll Back Malaria Program
• Familiarity with The Global Fund, PMI and other donor procedures and processes
• Work experience in challenging contexts

• Must be fluent (spoken and written) in French with working knowledge of English. 
• Additional language skills (Spanish, Portuguese) are an advantage.
