The
consultant will work under the supervision of the GEF SGP Programme Advisor on
Biodiversity (also managing the Global ICCA Support Initiative, funded by the
Government of Germany) which regards to strengthening data capture and
reporting to the UNEP World
Conservation Monitoring Centre (UNEP-WCMC) Global ICCA Registry and
World Database on Protected Areas (WDPA) as part of the CBD 2020 Aichi Targets
11, 14 and 18. The WDPA is hosted by
the UNEP-WCMC. [1] For

In support
of the CBD Programme of Work on Protected Areas (PoWPA) and related
inter-governmental decisions, support will be provided to SGP country teams
(National Coordinators and National Steering Committees), CBD government focal
points, IPLCs, and other concerned stakeholders in reporting data to the Global
ICCA Registry www.iccaregistry.org, and CBD Secretariat with regards to Aichi Targets 11, 14 and 18. Support provided to country
stakeholders will be based on the principle of Free, Prior and Informed Consent
(FPIC) adopted by the Global ICCA Registry, alongside those of reciprocity and
transparency. Data may include, but not be restricted to maps, pictures,
photos, case studies, participatory video, 3D-models, geo-referenced data, and
other forms of representation of ICCAs.
In the above context, the consultant will
be expected to:
(a) Expand
data capture, mapping and reporting to the Global ICCA Registry and WDPA
through the collection and analysis of data
resulting from SGP
projects funded through the ICCA-GSI, as well as other similar or related case
studies in the participating countries. Where possible, additional data analysis
may be conducted through a review of additional data layers from third party
sources including inter alia the
World Resource Institute (WRI) ‘LandMark’ database (www.landmarkmap.org/); global map of Key Biodiversity Areas (KBAs); as well as WWF Global 200 Ecoregions and Birdlife International’s
Important Bird Areas.
Data collection and reporting to the UNEP WCMC and CBD is expected to include:
- ICCA profiles and coordinates (including boundaries and/or points, if boundary is unknown) of ICCAs funded
by the ICCA-GSI, as well as other emblematic ICCA case studies identified at
the national level through the GSI process, including through the strengthening
of a national peer-review mechanism for ICCAs (and in some cases, also OECMs);
- Analysis of CBD Aichi
Target 11, 14 and 18 data will be conducted to compile
and review the social, economic, cultural and biodiversity significance and
values of ICCAs. The analysis may consist of both complex spatial analyses
using GIS techniques as well as simple summaries demonstrating the contribution
of ICCAs to conservation priority setting mechanisms, including ecosystem
services such as water provision, cultural well-being, as well as carbon
storage where relevant. In some cases, the results of these country reviews may
be produced as a national report or publication.
(b) Reinforce
understanding and participation in the Global ICCA registry and WDPA by
supporting target stakeholders at the national level (with a particular focus
on SGP National Coordinators, National Steering Committee members, and partner
NGOs/CSOs), as well as regional and international levels resulting in increased
content of on-line case studies and maps of ICCAs, reports and other
communication materials. Build capacity around the Global ICCA registry and
governance reporting by State Parties to the WDPA. Mapping and analysis should
be conducted with respect to the relevant UN Rio conventions and guidance
concerning ICCAs (i.e. CBD, GEF), as well as the UN Declaration on the Rights
of Indigenous Peoples (UNDRIP).
Partnership approach
The consultant
will be expected to work with a broad array of partners inter alia including:
- Global
ICCA Consortium;
- UNEP World
Conservation Monitoring Centre (UNEP-WCMC);
- IUCN Global Programme on Protected
Areas (GPAP);
- Indigenous peoples and local
communities (IPLCs);
- SGP National Coordinators (NCs) and
SGP National Steering Committee (NSC) members;
- IUCN global Commissions (i.e. WCPA,
CEESP);
- National governments (i.e. CBD and
PoWPA focal points);
- Multilateral and international
agencies (UNEP, UNDP, UNESCO);
- International
Indigenous Forum on Biodiversity (IIFB)
- Other concerned stakeholders.
Consultant tasks and outputs:
Project
profiles:
- Be familiar with and assist with
ICCA-GSI engagement with CBD negotiations pertaining to ICCAs, protected areas
and landscapes, as well as OECMs;
- Support and strengthen reporting by
CBD government focal points, SGP country teams, international experts, NGOs,
and UN agencies with regards to ICCAs and OECMs as part of the CBD 2020 Aichi
Targets 11, 14 and 18;
- Assist with the creation,
strengthening and elaboration of national ICCA peer-review mechanisms in
participating ICCA-GSI countries;
- Assist to finalise ICCA profiles,
inputs and relevant data to be submitted to Global ICCA Registry and WDPA with
supporting documentation, including spatial data layers, in line with the ICCA
GSI project document framework agreed with the donor (German BMUB).
Outputs:
- Support to countries participating in the Global
ICCA Support Initiative: collection
of data and profiles involving support provided to country stakeholders,
as well as targeted requests for information from third party sources;
- Enhance reporting to the Global ICCA Registry,
WDPA and CBD Secretariat by assisting stakeholders to compile information;
streamlining of content such as attribute
and spatial data; collection of social and FPIC criteria/value indicators;
as well as visual information, such as photos, maps and video;
- Analysis and mapping: refinement of spatial data reporting
by ICCA-GSI countries, description of ICCAs in relation to biodiversity conservation,
ecosystem services, social and cultural values; as well as additional ICCA
profile data and reporting from countries participating in the GEF Small
Grants Programme (where relevant);
- Donor reporting: assist with the analysis and
reporting of the results of the ICCA GSI pertaining to the CBD Aichi
Targets 11, 14 and 18 to the donor government (German Federal Ministry of
the Environment);
- Interpretation
and dissemination: maintain and increase positive support for the Global ICCA Registry;
provide input to global conservation policy fora where ICCAs are discussed
(i.e. CBD COP14, IPBES and related negotiations).

recognized as the global leader in expertise in the technical and
spatial categorization and mapping of coordinates for protected areas through
its experience as the host for the World Database on Protected Areas (WDPA).
The WDPA, a joint
project between IUCN and UNEP, is the foremost global compilation of data on
terrestrial and marine protected areas.
Deliverables
- Increased understanding of CBD Aichi
Targets 11, 14 and 18 by SGP country teams (National Coordinators and NSC
members) and partner NGOs and CBOs;
- Updated and expanded content on
ICCAs reported to the Global ICCA Registry and WDPA, as well as the CBD
