A.     PURPOSE

The purpose of the assignment is threefold:

  1. Project management (40%): To implement and manage all aspects of the Macaya Grand Sud Phase 2 project, including direct contracts with partners, oversight of M&E systems and all reporting as required.
  1. Operational oversight of the UN Environment Port Salut Office (40%): To provide line management of UN Environment technical staff based in Port Salut in South Haiti and to manage office operations, logistics, safety, security and regional representation of UN Environment in South Haiti
  1. Project development (20%): To support the development of UN ENVIRONMENT led project proposals into complete and formally approved project documents and plans.
B.     DESCRIPTION OF DUTIES

A. Project management: The consultant shall work under the direction of the UN ENVIRONMENT Haiti Country Programme Manager to progress the current portfolio of work under the Macaya Grand Sud Phase 2 project and ensuring coherence with additional projects to come on line. This includes:

  • Field-based follow-up of project progress and delivery of results according to project objectives; seeking management solutions when needed.
  • Development of scopes of work and management of implementing partners’ contracts, orientation of activities.
  • Overall financial management of the project budget and expenditures; preparation of annual budgets and budgetary revisions; financial oversight of implementing partners.
  • Assuring that reporting to donors is accurate, up to date and presented in the required format. This involves ensuring that relevant information/data is available, analysing it and drafting reports using appropriate templates. Reporting includes both narrative reporting on activities and achievement of determined milestones, outcomes, outputs, deliverables as well as financial reporting.

B. Operational oversight of the UN Environment Port Salut Office: Under the overall responsibility of the UN ENVIRONMENT Haiti Country Programme Manager, the consultant shall assume overall responsibility for managing UN Environment technical staff, operations and logistics based in Port Salut, as well as providing regional representation of UN Environment in South Haiti in the absence of the Country Programme Manager. This will include the following recurrent tasks:

  • Operations and Logistics: Work closely with UNOPS to ensure that office operations, field visits and missions are planned in advance and carried out efficiently. Ensure proper office asset management, including facilities, vehicles, boats and office materials.
  • Safety and security: Ensure safety and security of all UN Environment and UNOPS staff in Port Salut.  Manage staff warden system and liaise closely with local authorities and the UN security system to ensure contingencies are in place and SOPs are followed in the event of hurricanes, political instability, and medical emergencies.
  • Regional representation: Participate in relevant regional planning fora, and coordination with other agencies working in the South of Haiti. Support the continuation of UN Environment’s technical leadership on environmental matters in South Haiti.

C. Project development: The consultant shall work under the direction of the UN ENVIRONMENT Haiti Country Programme Manager to progress the current portfolio of project proposals.  For each proposal the following generic list of tasks are required:

  • Collating existing material and proposals into a working file.
  • Conduct desk and local field research to inform project design. The field research will extend to field visits of proposed project intervention sites and interviewing of key project stakeholders.
  • Support developing the concept into more a detailed designs and plan, including logical frameworks, operational and partnership plans, budgets and schedules, providing specific inputs as requested.
