Grants Management Services

UNOPS executes the UNDP-implemented Small Grants Programme though the Small Grants Cluster. Funded by the Global Environment Facility, the Small Grants Programme efficiently channels direct grants to non-governmental and community-based organizations to help them cope with climate change; conserve biodiversity; protect international waters; reduce the impact of Persistent Organic Pollutants; and prevent land degradation. Helping communities with their initiatives for sustainable livelihoods while generating global environmental benefits is the core inspiration of the Small Grants Programme.

The Global Environment Facility (GEF) Small Grants Programme (SGP) is implemented by UNDP on behalf of the GEF Partnership. As the responsible Executing Agency, UNOPS provides services to UNDP for administrative, financial and legal aspects of grant-making and country operations. 

Through the SGP modality, the GEF provides support to Non-Governmental Organizations (NGOs) and Community-Based Organizations (CBOs) in developing countries for efforts to address global environmental challenges, including issues on biodiversity conservation, climate change, international waters, land degradation, and chemicals and wastes management. 

Established in 1992, SGP is present in 125 countries, with over total 20000 projects.  Over the years, SGP has developed extensive partnerships at global, national and local levels to reverse global environmental degradation and address sustainable development issues. Rationale for fundraising position

While the SGP receives multi-year predictable funding from the GEF aligned with the funding cycles of the GEF to provide effective country level grants and leadership for community-based actions to secure global and local environmental benefits, SGP needs to develop a forward-looking, innovative, and robust resource mobilization and partnership strategy, which takes into account emerging financial mechanisms on environmental and development issues and challenges communities face globally as well as benefiting from initial lessons of partnership and diversified resource mobilization.

This robust resource mobilization and partnership strategy will build on and leveraging existing funding and partnerships, explores new fund-raising opportunities from a variety of sources including but not limited to donors, trust funds, foundations, and private sector. In addition to this strategy, there is also a need to ensure that resource mobilization is based on a viable suite of funding proposals that capture the SGP programme’s comparative advantages, challenges and needs.

To this end, SGP is seeking to recruit a qualified consultant for a period of 6 months to develop a resource mobilization strategy and accompanying action plan together with a dossier of funding proposals.

The consultant will be required to:

·         Familiarise with SGP’s work globally in 125 countries aligned with the Operational Phase 7 Strategy and SGP strategic Initiatives as well as core policy documents such as the GEF SGP Operational Guidelines, Standard Operating Procedures.

·         Work closely with SGP Central Programme Management Team (CPMT) colleagues in New York who are responsible on different regions and focal areas, thematic priorities and cross-cutting areas to identify key funding gaps both in relation to HQ and regional and country technical support needs.  Further, review SGP’s global and selected country level strategies to identify funding needs.

·         On the basis of above, develop a 5 to 10-year resource needs and opportunity assessment.

·         Identify potential sources of fund for SGP activities with special consideration on non-traditional donors for SGP, such as private sector and foundations, in addition to bilateral and multilateral donors.

·         Make recommendations on developing and maintaining strategic partnerships with key donors and partners including a plan of matching funding needs with identified funding sources.

·         Facilitate development on 3-4 high quality proposals for resource mobilization

Key deliverables

The consultant will deliver the following key deliverables:

·         A comprehensive resource mobilization and partnership strategy for SGP with detail strategy for short term (about 4 years) but with a longer period (5 to 10 years) in mind by identifying funding needs, gaps and potential sources.

·         A detailed time bound action plan that fully operationalises the resource mobilization strategy

·         Facilitate the development of 3-4 high quality multi-year proposals.

Key result: By end of the consultancy, developed a comprehensive resource mobilization and partnership strategy for SGP .

The selected consultant will have the following qualifications and competencies:

·         At least a Master’s degree in relevant field including international development, natural resource management, social sciences, development studies

·         At least 5 years’ experience in international development, with focus on natural resource management, environment and social issues; Proven successful track record in fundraising and partnership development is required.

·         Excellent written and oral communication skills

·         Good understanding of bilateral and multi-lateral donors, funds and foundations active in environment field.

·         Fluency in English is required. Knowledge of any other UN language is desired.
