Administration Clerk - Community Mobilisation, Multiple positions

UNOPS SSOC will be implementing the South Sudan Safety Net Project (SSSNP), which is funded by the World Bank (WB) to address existing challenges of soaring levels of poverty, vulnerability, unemployment and idleness, particularly amongst youth. The project development objective is to provide access to income opportunities and temporary employment to the poor and vulnerable households and strengthen safety nets delivery systems.

SSSNP has three main components namely: 

a.    Public works plus including complementary activities like entrepreneurial skills, WASH trainings and early childhood development and nutrition messaging;

b.    Direct income support targeting households who are labour constrained

c.    Strengthening safety net delivery systems 

The project will be targeting the most vulnerable segments of South Sudanese population aiming to be benefit in excess of 65,000 beneficiary households in more than 10 vulnerable locations across the country.

Under the overall supervision of the Project Management Support Senior Assistant (Community Mobilisation), the incumbent is required to perform the following duties and responsibilities:

• Assist in the selection of beneficiaries

• Assist in the activities at the local level (Boma).

• Assist to work with the community and leaders in project implementation, alerting the supervisor of any challenges and maintaining relationships and networks with all key local leaders and institutional structures at boma and village level.

• Call for distributions as well as monitor the cash distributions.

• Provide logistical support during  community training.

• Conduct the messaging on the cash plus activities (WASH, financial literacy and early childhood and nutrition) during cash distributions and any other gatherings

• Monitor and collect all attendance registers

• Assist in community consultation meetings around gender norms and local peace dynamics, as developed by the project, in an aim to foster behavior changes

Final Product

• Programme activities implemented in keeping with personal work plan;;

• All assignments performed in a quality and timely manner.

• Completion of Secondary School education is required
• A higher level of education in any relevant discipline is an asset and may substitute for respective years of experience.

• Secondary education combined with a minimum of 3 years of relevant work experience  in community mobilization or related is required (OR Bachelors degree combined with 0 years of the aforementioned experience)

• Knowledge and experience of community organizing procedures is an asset

• Experience working in respective field location is highly desirable.

• Experience working with local communities is desirable

• Development context experience is an asset 

• Fluency in written and oral English required.

• Knowledge of local Arabic and local community Languages is desired.
