Stop TB Partnership - Technical Assistance Consultant for Global Fund Applications (Roster Recruitment / Retainer contract), Multiple positions

UNOPS hosts the Stop Tuberculosis Partnership (STBP) Secretariat in Geneva, Switzerland. The vision of the STBP is to realize the goal of elimination of tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. The STBP is uniquely positioned to support the development and further implementation by partners of the Global Plan to End TB, acting as a coordinator and catalyst for the broad range of partners engaged in the fight against TB.

Working arrangements

The consultants will be engaged as needed upon the requests from the countries. The consultants will be deployed to countries where the technical assistance is required and/or will work from home.

Summary of duties

The consultants will be engaged to assist the countries applying for the Global Fund’s financial support for tuberculosis prevention and care in the upcoming cycle of grants (which in most cases covers the years 2021-2023), and ensure that the applications (‘Funding Requests’):

• Are in line with the targets and commitments of the United Nations’ High Level meeting (UNHLM) on Tuberculosis (http://stoptb.org/global/advocacy/unhlm_targets.asp), the up-to-date global and regional TB policies and best practices based on the international End TB Strategy;
• Are aligned with the specific country contexts and the Investment Packages for the different country settings recommended in the Global Plan to End TB: 2018-2022, which was recently updated by STBP (http://stoptb.org/assets/documents/global/plan/GlobalPlan_2018-2022__compressed.pdf);
• Correspond to TGF requirements and application channels for the new cycle of funding (https://www.theglobalfund.org/en/funding-model/applying/).

• Performing a desk review of the national TB strategic plans (NSPs), relevant program reports and other relevant documentation for the appropriate analyses of TB epidemiological situation, programmatic and financial gaps in TB control, as well as relevant aspects of health systems, community systems and human rights and gender related issues in TB prevention and care;
• Assisting the country partners in the prioritization of interventions for the Funding Request in line with the contemporary international strategies and based on the identified gaps. This may include the development of the Matching Funds’ request as well as the Prioritized Above Allocation Request (PAAR) for the important program interventions for which funding is not sufficient within the TGF-allocated amount but might become available during the implementation;
• Supporting the applicant in writing the application (including the main Funding Request form, work plan/budget, Modular Template, Performance Framework, other relevant annexes and additional documents) in line with the defined application channel and relevant instructions issues by the Global Fund;
• After submission of the Funding Request in the application window agreed upon between the country and TGF, providing other relevant technical support to the applicant, Fund Portfolio Manager / Country Team at TGF Secretariat, as well assisting in the process of provision of clarification to the Global Fund’s Technical Review Panel and in other iterations as required during the grant making / grant negotiation stage.
• Further, during the grants’ implementation stage, the consultants may be employed to assist the implementing entities in specific technical areas as required (such as laboratory diagnosis, new treatment regimens for drug-resistant TB, preventative therapy, TB/HIV collaborative activities, monitoring and evaluation, interventions to support resilient and sustainable health systems, etc.).

• Advanced university degree (Master’s degree / Medical degree or equivalent). The degree is ideally in medicine and/or public health, but other disciplines may also qualify the candidate in combination with 7 years of relevant experience. 
• An Undergraduate's degree or Bachelor’s degree with an additional 9 years of relevant experience would be considered in lieu of the advanced university degree.

• A minimum of seven years of progressive work experience in the health sector, notably in tuberculosis programs and/or other disease control programs, health policy and/or health services organization and management.
• Track record in proposal development in the health sector, in particular in the field of TB, MDR-TB or TB/HIV/Malaria.
• Experiences in developing the Funding Requests for the Global Fund, grant negotiation and project implementation are highly desirable. 
• Proven networking capacity with important stakeholders at the national level and international organizations would be considered an asset.

• While Proficiency in English is desired. Given that for some of the countries, English will not be the vehicular language, the minimum requirement to qualify for this position is: intermediate level of English.
• Proficiency or Working knowledge of French, Portuguese, Russian or Spanish language will be considered a strong asset.

Contract type: International Individual Contractor Agreement (IICA) 
Contract level: IICA-3 (ICS11, P4 equivalent)
Contract duration: one (1) year - renewable depending on budget and satisfactory performance
