The Livelihoods and Food Security Fund (LIFT) is a multi-donor fund set
up in 2009, marking its ten-year anniversary this year. LIFT aims to strengthen
the resilience and sustainable livelihoods of poor households by helping people
to reach their full economic potential. This is achieved through increasing
incomes, improving the nutrition of women and children, and decreasing
vulnerabilities to shocks, stresses and adverse trends. LIFT is a significant
actor in Myanmar’s development. To date, over 11.6 million people in 75 per cent
of Myanmar’s townships have benefitted from LIFT’s programmes. From January
2019, LIFT has been guided by a new five-year strategy that puts ‘leaving no
one behind’ at the centre and will in particular focus on social inclusion and
cohesion, increased support to areas affected by conflict, bringing displaced
people into LIFT’s development programmes and working with Government at all
levels on targeted policies that achieve gains in these areas.
LIFT has received funding from altogether 15 international donors since
it was established. The current donors are the UK, the EU, Australia,

Purpose and Scope of
Assignment
LIFT conducts annual household surveys which serve as one of the primary the tools for reporting on a broad range of LIFT logframe indicators. The survey also provides a broad overview of socio-economic and nutrition related developments in LIFT core program areas as well as in financial inclusion areas. The HH Surveys incorporates all LIFT thematic areas including nutrition, income, livelihoods, financial inclusion and agriculture. It is both national and geographically representative of LIFT implementation areas. Regionally, the survey covers four agro-ecological regions which LIFT currently supports, namely the Ayarwaddy Delta, the central Dry Zone (including Mandalay, Magway and the southern Sagaing region), the coastal region of Rakhine State, and the upland areas of Chin, Kachin, Kayah, Kayin and Shan States and Tanintharyi Region. The total sample size ranges from 5,000 -10,000 households.
In addition, as part of the roll out of the refreshed LIFT MEAL framework for the new strategy period (2019-23) LIFT anticipates a number of regional, programme and thematic surveys that will be undertaken to measure the impact of different components of the program. Most of these surveys will adopt either experimental or quasi-experimental designs. Reports emanating from the foregoing surveys/studies constitute a key element of LIFT’s accountability to its funding partners and other key stakeholders including the beneficiaries and Union Government of Myanmar. For this reason, LIFT is keen to ensure that survey designs, analysis and reporting are anchored on sound methodological foundations.
In anticipation of the multiple and complex surveys and studies that will be implemented over the coming years, LIFT is seeking the M&E Specialist to support the LIFT team in execution of data management and analysis functions with a view to ensuring high quality data and analysis.
