Programme Management Officer

New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York.  The SDC has a footprint of approximately 125 countries.

UNOPS is supporting the United Nations Office of Counter Terrorism (UNOCT) in providing capacity building for youth with the aim of contributing to the prevention and countering of violent extremism and terrorism. The programme is centered around three pillars: (i) inclusivity and participation; (ii) tolerance and mental health; and (iii) livelihood, education and innovation.

This is a position in UNOPS for supporting a project with UNOCT. The contractor of this position will be a personnel member of UNOPS under its full responsibility. The incumbent will report to the UNOPS Senior Portfolio Manager.

• Supports the coordinated and effective delivery of UNOCT/UNCCT support to UN agencies working on PVE policy assistance in different Member States.
• Supports the Chief of Branch and Programme Manager in planning, reporting, and partner liaison. 
• Monitors and analyzes the Plans of Action programme development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Assists in management of consultants and experts to be deployed in different Member States to facilitate the formulation of PVE national and regional plans of action;
• Researches, analyzes and presents information gathered from diverse sources.
• Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive support to consultative  and other meetings, conferences including by proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; 
• Participates in scoping missions, and provides guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (workplans, programme budget, etc.).
• Perform other duties as may be reasonably required and in line with the contractor’s scope of services above

• Advanced university degree (Master’s degree or equivalent).
• A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree

 Experience: 

• A minimum of five years of progressively responsible experience in project or programme management, programme analysis or related area. 
• Experience of working on programme management in the Middle East is an asset. 
• Experience of working in a UN Special Political Mission or Peacekeeping Mission is an asset. 
• Experience of working with a UN agency in a programme management or programme analysis role is desired.

Language: 

• Fluency in English and Arabic (both oral and written) is required.
