Under the overall management of the UNMAS Programme Manager, the
National Support Officer (NSSO) will report directly to the International
Support Services Officer and will be responsible for providing support and
coordination of the programme’s support functions that includes Finance,
HR/Admin, Procurement and Logistics/Assets sections. S/he will work closely with the International
Support Service Officer and liaise with Entebbe Support Office (ESO), mission
and other internal/external partners. The incumbent may be required to travel
to the UNMAS field locations including but not limited to Wau, Bentiu, Bor and
Malakal.
1.
Provide support to the
Procurement Specialist in the provision of efficient procurement and
oversight of the support team focusing on achievement of the following results:
● Coordinate thee development, regular reviews and
approval of the procurement plan and its amendments in collaboration with the
Procurement Section head and ISSO.
● Consolidate and ensure submission of quarterly
procurement plans presented and approved by the last month of each previous
reporting quarter.
● Assist in the development of procurement process
maps and ensure these are adhered to.
● Provide support in implementation of a procurement management system in
relation to planning, administering and monitoring of procurement processes.
● Monitor efficient implementation of a local and regional vendor database and use of the system to regularly update, evaluate and monitor the
performance of service providers and vendors.
● Ensure procurement case files are updated
regularly and timely and in line with approved guidance.
2. Provide support to the Fleet/Asset Manager in logistics and asset management services, focusing on achievement of
the following results:
● Provide support in the
implementation of a comprehensive logistics system and provide oversight in
accordance with UNOPS policies and regulations.
● Provide input into the development
and implementation of a coherent logistical supply system and the management of the movement of personnel and equipment into
and within the duty station.
● Support in the oversight of the asset management and accounting
system for all UNOPS managed equipment and properties in accordance with UNOPS policies
and regulations.
● Provide assistance as needed in receipt and
inspection and goods/services receipt process. Assist when required in the-bi
-annual inventory checks, ensuring all assets are properly accounted for and
that each movement is recorded.

Ensures effective and accurate financial resources management and support to the ISSO focusing on achievement of the following results:
● Ensure the implementation of the finance
management system in accordance with UNOPS Financial Rules and Regulations.
● Contribute to
expenditure tracking and audit of financial resources and maintain
proper record keeping for audit and other reporting purposes in accordance with UNOPS rules and guidelines.
● Monitor the project budget expenditures and provide advice to ISSO on the budget status, ensure
that funds allocated are not exceeded or that additional funds are allocated
when required; respond to queries on financial
and administrative matters.
● Monitor Cash Flows on a regular
basis with regards to the ongoing projects and financial agreements.
● Responsible for the management of Petty Cash and
Operational Advances.
● Maintain and prepare Inter Agency Agreements,
ensure these are reviewed and approved by the relevant authority prior
signature.
● Manage efficient processing of payments
including but not limited to vendors, personnel entitlements & staff
accommodation.
4. Provide
support to the HR Officer to ensure efficient delivery of general office
administration, human resources services focusing on achievement of the
following results:
● Ensure the implementation of the human resource
management system in accordance with UNOPS Rules and Regulations.
● Assist in monitoring compliance of time-bound
activities such as performance management, leave management, contract
management etc.
● Coordinate & monitor HR activities including
programme training plans & records, staff lists, recruitment plans and
ensure audit worthiness.
● Coordinate programme support activities in
collaboration with section heads and escalate any issues to ISSO.
● Ensure proper record retention & access to
internal files, templates, tools and instructions according to established filing structure and
audit worthiness standards.
● Provide input to any relevant programme reports.
● Manage and coordinate with the UN Mission and
the logistics officer on office repairs and maintenance requests.
● Provide guidance and capacity development to the
local support services personnel.
● Attend OMT Finance working group meetings and
admin working group as well as OMT meetings as needed.
● Support ISSO in reviewing and developing
local SOP’s and Working Instructions
(WIs) and provide recommendations for improvement.
● Serve as Officer In Charge (OiC) for other
support functions and attend section meetings as required.
Impact of
results
The effective and successful achievement of results by the NSSO directly
impacts the efficient coordination & oversight of the support functions;
Finance, HR/Admin, Procurement, Logistics and Assets management. These affect
the programme’s overall readiness and
capabilities to effectively deliver, develop and implement the UNMAS
programmes’ activities.
