ICT Senior Analyst – Reporting

The United Nations Department of Operational Support, Office of Information and Communications Technology (UN DOS-OICT) is responsible for the delivery of applications and technologies that satisfy the requirements of the Departments of Peace Operations and Operational Support (DPO/DOS) missions as well as Special Political Missions (SPMs). 

The Policy and Best Practices Service (PBPS), OICT’s partner in this project, is part of the Policy Evaluation and Training Division (DPET) of the Department of Peace Operations. It provides support to both DPO and DOS. The core function of PBPS is to help improve the efficiency and effectiveness of peacekeeping operations through the exchange of good practices between missions, the development of guidance material that reflects lessons learned, and thematic policy support in selected areas. PBPS also leads several reform processes for example, A4P and Strategic Force Generation and Capacity Planning

UN Peacekeeping helps countries to achieve lasting peace, supports political processes, protects hundreds of thousands of civilians and helps guarantee cease fires. Yet peacekeeping faces several challenges. To respond to these challenges, the UN Secretary-General launched Action for Peacekeeping (A4P) to refocus peacekeeping with more targeted mandates, make UN operations stronger and safer, mobilize support for political solutions and better equipped and trained forces. A4P represents the core agenda for our action and is a driver of change permeating all aspects of UN's peacekeeping work.

PBPS, which coordinates the A4P effort together with the Office of the USGs for DPO, DOS and DMSPC, has received Extra Budgetary (XB) funds to hire a Data Analytics Specialist to: 1/ Track A4P implementation through a digital dashboard to monitor and track quantitative and qualitative progress by the Secretariat and Member States in fulfilling A4P commitments; 2/ Enable a greater understanding and awareness of actions to strengthen peacekeeping operations through the A4P initiative by external and internal audiences through the design and dissemination of simple, easily understandable and visually attractive data analytics. 3/ Maintain the public-facing dashboard on A4P implementation, as well as contribute to A4P-related strategic communications.

The ICT Senior Analyst – Reporting provides specific expertise in the implementation of analytics and data management solutions in support of the A4P initiative.

The ICT Senior Analyst – Reporting will be responsible for the following duties:

• Supporting the collection, management quality control of data and information related to the Action for Peacekeeping (A4P) initiative, with a particular focus on deliverable tracking. 

• Maintaining and developing Online-based A4P Deliverable Tracking tool. This includes but is not limited to the maintenance and creation of complex and simple inter-dependent content platform lists, user group creation, user permission and access granting, reorganization of page layouts, list views and implementation of other needs identified for the tracker.

• Creation and development of analytics and dashboards based on information collected from Member States through surveys. 

• Integration of Analytics in to Intranet and public websites. 

• Creating A4P related data-driven public information material, including graphs and charts, brochures, posters and handouts using, PowerPoint and other tools.

• Assisting in reviewing and analyzing data from multiple sources.

• Creating, managing and disseminating Online Surveys for internal and external audiences. 

• Working with other UN entities, managing the public-facing A4P dashboard and supporting digital strategic communications initiatives on A4P. 

• Performs other duties as may be reasonably required and in line with the incumbent’s scope of services above

Impact of Results: 

The individual contractor (IC) will support the analytics and data management aspects of the A4P initiative. The IC will design and maintain a digital platform to track and analyze progress in the implementation of Secretariat, Member State and collective commitments contained in the A4P Declaration of Shared Commitments on Peacekeeping Operations. The IC will also produce data visuals on A4P implementation and other A4P communications material. 

The effective and successful achievement of key results by the ICT Senior Analyst – Reporting directly affect the overall efficiency of the office’s provision of services, impacting the quality and accuracy of work completed. Timely and accountable delivery of services ensure client satisfaction and promotes the image and credibility of the team and office as an effective service provider in strategic services.

• Advanced university degree (Master’s degree or equivalent) in information technology, computer science, engineering, economics, statistics, business or in a field related to the post description. 

• A first level university degree combined with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.

Required: 

• A minimum of two (2) years of experience developing, implementing, maintaining and presenting complex data analytics using simple and complex datasets.  

• A minimum of one (1) year of experience producing visualisations and materials (reports, presentations) to communicate data-driven insights to broad consumers. 

Desirable: 

• Experience developing and maintaining websites using SharePoint, including the creation and maintenance of complex inter-dependent lists. 

• Experience developing dashboards in Power BI or other analytics products. 

• Experience building data analyses and visualisations in Microsoft Excel and PowerPoint.

• Experience with HTML and web publishing. 

• Experience creating surveys using tools Verint or similar. 

• English and French are the working languages of the United Nations Secretariat. 

• For the position advertised, fluency in English is required.

• Knowledge of French is desirable.
