The mandate of the Office of the Quartet (OQ) is to increase Palestinian economic and institutional
development and empowerment. In the event of a resumption of final status negotiations, the OQ
would support Quartet members in their efforts to realize a successful outcome.
The OQ works to deliver its mandate in five key sectors: water, energy, movement and trade, rule of
law and telecommunications. In each of these sectors we use our unique position and deep expertise
to support the development of critical enabling projects, agreements, policy changes or institutional
development to deliver greater Palestinian economic development and empowerment. All
workstreams are delivered in line with national priorities and strategies and support progress towards
the United Nations Sustainable Development Goals.
The OQ works with a range of stakeholders to deliver its objectives, including the parties, members of
the Quartet, donors, and the international community. The OQ also works through different
coordination mechanisms, for example: by leading Task Force meetings on critical projects; by
providing regular updates and opportunities for discussion with Quartet members and other member
states; through the Netherlands-facilitated Trilateral meetings; and through twice annual meetings of
the Ad-Hoc Liaison Committee (AHLC) as well as the Local Aid Coordination Secretariat (LACS).

Specifically, the Senior Economic Development Associate will contribute to the following areas:
1. Project Management and Delivery;
2. Project Communication and Outreach;
3. Research, Analysis, Writing and Editing;
4. Presentation and Communication Support;
The work is of a highly confidential nature and the contractor must maintain the highest standards of
integrity.
The contractor will deliver his/her contributions to the following areas (under the overall leadership
and in full coordination with the Water and Telecom Director):
Project Management and Delivery
1. Lead or closely support the delivery of one or more work streams of an OQ priority project including proposing strategy and direction for the work stream.
2. Adapt project strategy and direction appropriately in response to changing information.
3. Propose and agree on workstream outputs with lead Advisor and deliver workstream outputs on time and within tolerances according to the agreed strategy.
4. Prepare Gantt charts and other planning and strategy documents for the priority project and/or workstreams as necessary.
5. Lead or closely support the procurement process for consultancies on the Water and ICT team, including development of TORs and evaluation and selection of bidders; support in management
of external consultants, from inception through to delivery
6. Participate in and support the preparations for and follow-up from high-level negotiations between Palestinian and Israeli authorities
Project Communication and Outreach
7. Meet with internal and external project stakeholders regularly, to discuss project progress and agree and coordinate outputs or areas of cooperation, in line with the agreed project strategy.
8. Prepare a range of written communication documents (such as reports, letters, emails and presentations) for internal and external project stakeholders as needed.
9. Assist with the organisation of meetings, workshops and conferences relating to the project.
Research, Analysis, and Writing:
10. Conduct original research and analysis related to priority projects, or other OQ strategic objectives, in response to tasking from Advisors and management. Support Advisors in conducting original and synthesised research, project or survey design, where necessary.
11. Prepare literature reviews and other written inputs; assist in background research and drafting of new research projects; assist in the identification of field-wide best practices and translate those into case studies.
12. Write drafts of (research) reports, papers, briefs, and memos that inform discussions on issues relevant to the OQ’s strategic objectives, as required; write drafts of the Water and ICT sections of the OQ report to the AHLC, the OQ annual report, and donor reports; write drafts of the Water and ICT sections of funding proposals and logframes
13. Provide detailed comments and feedback; assist in editing papers, reports, briefs and memos, and
preparing them for publication.
14. Support in the preparation of draft agreements and communications between Israeli and
Palestinian authorities
15. Support in coordinating between Palestinian and Israeli stakeholders to reach consensus on language for written agreements.
16. Review and edit written documents, reports, emails, and other English-language materials for
Water and ICT teams
Presentation and Communication Support:
17. Assist OQ Advisors and Management in developing a variety of presentations both in response to
project needs and other OQ priorities; work closely with Advisors to generate document
structure, text and graphics, conduct research and analysis, and pull together a compelling set of
materials.
18. Draft and assemble materials for internal and external meetings, as required.
19. Draft articles or updates for public briefing notes, OQ website, and social media, as required.
20. Update and maintain relevant pages on OQ’s website, under supervision, as required.
21. Support preparation of other outreach activities, as required.
22. Maintain and update Water and ICT strategic documents for communication with external
stakeholders and donors
23. Support Director and OQ management in the preparations of key communication points for
external meetings

Advanced University Degree or University Degree (bachelor’s degree / first level) with a combination of 2 additional years of relevant professional experience
Work Experience:
● 2 or more ( based on your credentials degree) years of relevant work
experience required in water and wastewater relevant areas.
Skills and Abilities:
● Highly skilled in research and analysis: Very strong qualitative and analytic skills;
keen attention to detail and data accuracy is required.
● Excellent communication skills: Strong writing ability, skilled in creating knowledge products such as policy briefs, papers, guidance notes and other pieces directed at multiple audiences; ability to work under tight deadlines, juggling multiple competing tasks and prioritising demands is highly desired.
● Strong team player: Strong interpersonal skills; ability to interact with high-level individuals across a range of organisations; customer-orientation and sound judgment; ability to consistently demonstrate a professional manner in dealing with individuals at all levels, both internally and externally to the organisation; team player and flexible as tasks and priorities shift; ability to self-start and troubleshoot without supervision; ability to work independently and in teams in a small office environment; demonstrated ability to excel in a multi-cultural environment highly desired.
